Description

Integral development Schoterboshof (houses, commercial facilities, school building and gymnasium). The municipality of Rotterdam intends to conclude a development agreement with Review RE B.V. for the Schoterboshof Development project - an integral development of homes, commercial plinth, school building and gymnasium that will be inextricably physically intertwined - and the resulting conclusion of a design and contract for the realization of a school building with gymnasium and a sales agreement for the sale of the land for the residential building with commercial plinth. The parcel referred to in the introduction must be developed in conjunction with the transformation of the adjacent Katshoek building located on parcels cadastral known as the municipality of Rotterdam, section AD, numbers 935 and 936 (Plots Katshoek). On the plot mentioned in the introduction, a development of approximately 10,000 m2 of gross floor space living divided over the middle and free segment, approximately 1,000 m2 of gross floor space commercial real estate in the plinth, a school building, gymnasium and associated parking in an underground parking garage is desired. The development will take place within the framework of the document ‘Nota van Uitgangspunt Katshoek & Schoterboshof’ (Note of Principles Katshoek & Schoterboshof) with reference 23bb001714, adopted by the municipality’s administration on 13 April 2023. The owner of the Katshoek Plots has indicated in principle that he is only willing to make agreements with Review RE B.V. about the desired integral statement. In addition, there is also an easement (transfer right) on the plot referred to in the introduction, of which the owner of the Katshoek Plots is the rightful owner. When entering into a development agreement between the municipality of Rotterdam and Review RE B.V., the owner of Percelen Katshoek is prepared to terminate this easement, after which the parcel referred to in the introduction can be issued without restrictions to Review RE B.V. In view of the foregoing, the municipality considers that, on the basis of objective, reasonable and verifiable criteria, only one serious candidate is eligible to enter into the development agreement for the Schoterboshof location and the possible resulting sale of land, namely Review RE B.V. For the sake of completeness, it should be pointed out that the municipality has a wide degree of policy freedom. The realisation of the school, gymnasium and some parking spaces for the school are an indivisible part of the Schoterboshof private development, which is the main component of the agreement.
