Description

The aim of the Nordic raccoon dog project is to continue the activities of the MIRDINEC LIFE+ project After-LIFE, which started in 2014, in Northern Finland and together with hunters in the project area to prevent the raccoon dog from spreading to Sweden and Norway. The Finnish Wildlife Agency requests your offer for the implementation of the Nordic raccoon dog project in Appendix 1. According to the work packages described in the example "Nordic raccoon dog project - work plan for the operational area of Northern Finland" with hourly rates. The subject of the procurement is a service consisting of the working time of field personnel. The service provider must have year-round and daily operational capacity and equipment, as well as competence, field knowledge and the necessary operational networks to implement the above-described entity. The customer does not commit to buying a certain amount of the service. If necessary, services will be procured within the framework of the annual budget. An overview of the level of activity in previous years can be found in the 2023 final activity report, Annex 2. Partial tenders are not allowed, as the purpose of the procurement is to create a long-term operating model to prevent the spread of raccoon dogs. The procurement consists of work packages that are not suitable for different service providers. The practical functioning of the work packages partly overlaps and is closely interlinked. The customer selects one (1) supplier with whom it will enter into a contract. The procurement volumes specified in the invitation to tender are estimates, and the contract does not constitute a quantity purchase obligation for the customer or an exclusive right for the service provider to provide the service.
