The subject of the procurement procedure is the software maintenance of the ZDF Paisy applications to support the human resources management and settlement processes in the ZDF.
The services will be provided in 2 lots and include:
Lot 1: Accounting and batches (job management).
Lot 2: Types of wages and billing (Paisy).
The purpose of the call for tenders is to provide care, advice, customising, programming, testing, training and Paisy basic services in the field of human resources management and billing systems for the ZDF and its daughters. The Paisy staff accounting systems form the basis for all the human resources functions of the ZDF and its subsidiaries.
The extensive Paisy standard and developed applications have extensive interfaces (e.g. in Connect technologies: Direct/FTP, EntireX et al.) on the numerous.NET, Java, and Mainframe-based own-developed and standard IT applications and are highly critical in terms of human resources processes. The Paisy software to be maintained here is highly adapted to the ZDF processes of the ZDF departments involved.
The systems to be managed are individual developments (based on the Paisy staff accounting and information system); they support the business processes of human resources management. In ZDF, around 440 users have access to staff accounting systems. The systems to be managed shall be:
Interfaces closely linked to key central IT systems.
The tasks of Paisy software maintenance generally include:
— Further development and maintenance (maintenance) of the systems,
— Troubleshooting and correction,
— Advice to users/experts and support,
— Play and test SW updates,
— Preparation of programme amendments;
— Preparation of necessary documentation and training.
During the duration of the maintenance contract, additional further and new developments for the applications listed in these specifications may be awarded as separate projects or further development services to the respective contractors of the lot. Development services are closely linked to care and cannot be carried out separately.
