Education and training services. Primary education services. Pre-school education services. Secondary education services. Higher education services. Special education services. Adult and other education services. Various school services. The Council is seeking expressions of interest from providers who are experienced in the provision of a wide range of Education Services:
— Admissions;
— Adult Education;
— Behaviour Support;
— Early Years Childcare;
— Education Welfare;
— School Improvement.
School Standards:
— Special Educational Needs (SEN);
— Specialist Support and Disability Services;
— Special Educational Needs Inclusion Support;
— Strategic Leadership and Management (across all services);
— Strategic Place Planning and Capital Management;
— Workforce Development and Governor Services.
The Council is seeking proposals to deliver the majority of Education Services outlined above as a single ‘bundle' or lot of services. The exception is Adult Education which will be tendered as a separate lot. The tendering process for the main ‘bundle' of Education Services will not be sub-divided into lots and therefore we are not inviting proposals for the delivery of individual services, or a combination of some services, from those included in the scope of the bundle of services. We do however welcome proposals from partnerships or consortiums (or similar arrangements) to deliver Education Services as part of a single proposal submission. The Council reserves the right to remove individual services, either in full or in part, from the scope of the ‘bundle' of services at any time during the tendering process.The tender opportunity will be run through the London Tenders Procurement Portal and you will need to register your company with the portal as soon as possible (if you have not already done so) at www.londontenders.org to ensure that you are able to express your interest in this tender and receive the relevant documents once they are available online.Following evaluation of the PQQs a restricted number of providers will be invited to participate in a procedure based around a competitive dialogue procurement tender process providing an opportunity to work with the Council to champion new models for delivering these services in order to produce more cost effective outcome focused services for its residents. For providers invited to participate, this will initially entail an Invitation to Submit Outline Solutions (ISOS), after the assessment of which a reduced number of providers will be invited to submit Detailed Proposals (ISDP). Following the subsequent dialogue, final tenders will be invited to establish preferred bidder(s). A more detailed anticipated timetable for the procedure can be found within the PQQ. The contract is likely to commence in 2016 or at such date to be determined by the Council.
