Supply of food, packaging and unique uses for the Culinary Production Units of the Conseil Départemental de I'Hérault meeting the objectives of its policy "High Food Quality" The organization of the school catering is based on a centralized production of meals, via 5 Culinary Production Units (UPC) that cover the departmental territory in 2 East and West basins. These units are located in the municipalities of Fabrègues, St Clément de Rivière, Lansargues, Agde and Puisserguier and produce meals from 59 satellite colleges, for an overall average production of 23,000 meals per day. The food supply is shared for the 5 UPCs and the menus are harmonized across all 59 colleges. The purchasing policy is organized around a European call for tenders, the subject of this consultation, built to meet the qualitative objectives set by the departmental executive and the regulatory provisions (EGalim law, GRCN, etc.), for a sustainable and quality school catering. Five menu cycles sequence the school year between each holiday period: Cycle 1: from the start of the school year to the autumn holidays, - Cycle 2: return from autumn holidays to end-of-year holidays, Cycle 3: return to winter holidays at the end of the year, Cycle 4: return from winter holidays to spring holidays, Cycle 5: Back from spring holidays to summer holidays, The Department of Hérault implements since 2008, a policy of High Food Quality (HQA), it favors a quality restoration taking into account health, environmental, economic issues, and pays particular attention to the awareness of middle school students and the association of the educational community. The Department of Hérault is engaged in a process of labeling its school catering, by Ecocert. The 5 UPCs and all the satellite colleges have obtained the level 2 eco-certification "Cooking Label". The Department was also awarded in 2020, the "Victory of Rebel Canteens" awarded by a jury gathered under the aegis of the association One More Bio, in the category "Territories". The Hérault Department has already met the objectives set by the EGalim law since 2022, i.e. 75% of foodstuffs from sustainable sectors, including 43% organic. The community aims to offer mostly organic products, from local or labeled sectors. The Department was selected as part of the national call for projects launched by the Ministry of Agriculture and Food to finance actions under the Territorial Food Programme. The approach is also accompanied by an active fight against food waste (reduction of waste by 30%). The Department is also part of the AGRIMER scheme, which makes it possible to promote the placement of dairy and fruit products on the menus of schoolchildren (only SIQO products, under an official quality sign: BIO, AOP, AOC, IGP, Label Rouge) and on the other hand in the call for projects INCa intended to improve public health and to prevent and reduce nutritional risk factors on the health of middle school students. To ensure the operation of this activity, the School Catering Department (DRS) located in Fabrègues, includes an Administrative and Financial Management Service (SGAF) responsible for accounting management and a Technical Quality Unit (UQT) that manages the management of menus and products.
