1. The subject of the contract was divided into 3 (three) lots. 1.1. The subject of the contract in Part 1 is ‘Development of domain systems and e-Services’. Detailed description of the subject of the contract (hereinafter: OPZ) contains Annex 2.1 to the FTZ. 1.2. The subject of the contract in Part 2 is ‘Expansion of IT and cybersecurity system infrastructure’. Detailed description of the subject of the contract (hereinafter: OPZ) contains Annex 2.2 to the FTZ. 1.3. The subject of the contract in Part 3 is ‘Purchase and implementation of the Digital Content Distribution Platform with infrastructure’. Detailed description of the subject of the contract (hereinafter: OPZ) contains Annex 2.3 and Annex 2.4 to the FTZ (PFU). 2. The Contractor is obliged to perform the contract on the terms and conditions described in the draft provisions of the contract – The model contract is attached as Annex 3 to the FTZ. 3. The subject of the contract was described in the manner specified in Article 101(1)(1) of the Public Procurement Act. The Ordering Party shall accept solutions equivalent to those described, provided that the Contractor proves in the tender, in particular by the means of evidence referred to in Articles 104-107, that the solution offered meets the performance or functionality requirements specified by the Ordering Party. 4. The evidence in question: In order to confirm that the supplies/services offered meet the requirements set out in the Description of the Subject of the Order, the Ordering Party requests the Contractor to submit with the offer the following, subject-matter means of evidence: 4.1. For Part 1: a) System sample on an electronic medium (e.g. flash drive) - The Contractor is obliged to submit with the offer a sample of the offered software to carry out the presentation, i.e.: two portable disks: disk 1 – basic sample, disk 2 – backup sample (copy), on which it will transfer a sample of software in the form of a virtual machine together with the installed operating system, database and software offered by the Contractor, powered by sample data, which enable the sample test procedure to be carried out in the scope of the functionality described in the scenarios in accordance with Annex 2.1 to the FTZ. The discs must be submitted to the Municipal Office, the Ordering Party will confirm to the Contractor the acceptance of the sample for deposit by a deposit acceptance protocol, the specimen of which is attached as Annex 12 to SWZ 4.2. For Part 2: Information materials (descriptions, catalogues, catalogue cards) of the offered subject of the contract in Polish, confirming compliance with the requirements set out in Appendix No. 2.2 to the FTZ. The contractor must clearly indicate in the documentation the product that is being offered. Watch out! Documents drawn up in a foreign language must be submitted together with a translation into Polish. 4.3. The discs must be submitted to the municipal office, the Ordering Party will confirm to the Contractor the acceptance of the sample for deposit by a deposit acceptance protocol, the specimen of which is attached as Annex No 12 to the tender specifications (b) Technical documentation of the offered Totem – descriptions, photographs, technical drawings of the offered device (totem), confirming its dimensions, technical parameters and aesthetics of performance in accordance with Annex No 2.3 to the tender specifications. 4.4. The contracting authority provides for the possibility of supplementing the evidence in question. 5. The Ordering Party divides the contract into 3 lots, thus allowing the possibility of submitting partial tenders. The Contractor may submit a tender for all lots. 6. ATTENTION. Compulsory local vision for Part 3 The Employer, acting on the basis of Art. 2 of the Public Procurement Act, provides for carrying out a local vision of the places of order execution before submitting an offer. The purpose of the on-site inspection is to enable the Contractors to familiarize themselves with the technical, installation and location conditions affecting the proper performance of the contract in the field of delivery and installation of external information totems (Digital Signage devices without touch function), located in the Pilchowice Commune in designated places, and one multimedia table, including in particular: • conditions for the installation and installation of information totems in the outdoor space, • access to electrical power and technical infrastructure at the locations of the totems, • technical and spatial conditions of the room in which the multimedia table will be installed. The purpose of carrying out the on-site inspection is to enable the Contractor to prepare a reliable tender, taking into account the actual conditions for the performance of the contract, which will allow for a proper estimation of the scope of work and the costs of its performance. The Contractor declares his willingness to participate in the on-site visit at least 2 working days before the planned date, via the https://pilchowice.eza nakazjacy.pl platform, the Contracting Authority shall set the following possible dates of the on-site visit at: 1st day 25.06.2026 / h 10:00 2nd day 02.07.2026 /hr 10:00 3rd day 09.07.2026 /hr 10:00 At the request of the Contractor, the Contracting Authority allows the possibility of carrying out 1 (one) additional on-site inspection. The exact date and time of the on-site inspection, which will take place during the Ordering Party's working hours, will be published by the Ordering Party on the website of the conducted proceedings. Confirmation of participation in the on-site inspection is the document ‘Confirmation of participation in the on-site inspection’, drawn up in accordance with the model set out in Annex 10 to the FTA.
