Description

The object of the procurement is the procurement of grubbing-up and rescue services for the state rail network, as defined in the agreement. The supplier provides clearance and rescue services for the tasks and assignments given by the Finnish Transport Infrastructure Agency, as well as other related services (track clearers, group leaders and station staff) to the extent specified in the contract to be concluded. The service will be delivered to the state rail network or private railways in the operating area of Eastern Finland, whose base is located in Kouvola. The service must be available 24/7/365 on a standby basis in accordance with the instructions of the Finnish Transport Infrastructure Agency. Grubbing-up and rescue services may be needed after various accidents or emergencies and disturbances that have occurred on or in the vicinity of the railway network. The tasks also include inspection and maintenance tasks that are part of railway maintenance preparedness. The Finnish Transport Infrastructure Agency trains personnel who meet the pre-requisites and grants those who have successfully completed the training the qualification of Track Manager. The Finnish Transport Infrastructure Agency manages and owns the infrastructure needed for the service, providing the bases, facilities, equipment and equipment needed for the provision of the service. The supplier shall assign a service manager responsible for the delivery of the service and a deputy person appointed for him or her. The supplier is responsible for ensuring that, after the preparation period at the beginning of the contract period, the supplier has sufficient personnel resources that meet the qualification requirements for the service at its disposal (track clearers, team leaders and station staff) to the extent required for the provision of the service. The Supplier acts as the employer of the personnel assigned to the service. The contract period is fixed-term from 1 July 2025 to 31 December 2030. The contract period includes a preparation period of six (6) months from 1.7.2025 to 31.12.2025 and a service production phase of sixty (60) months from 1.1.2026 to 31.12.2030. The agreement also includes 3 separate possible option years. The total value of the procurement during the contract period is approximately EUR 5.5-10 million. In addition to the procurement documents, tenderers have the opportunity to visit the Eastern Finland Clearing and Rescue Service base (Kouvola) in advance. The study visit will take place on 16 April 2025 in Kouvola from 1 p.m. to 3 p.m. Registration for the visit must be made in advance by e-mail pirjo.ranta@vayla.fi by 28 March 2025.
