Description

Kolding Municipality needs a solution so that the municipality's employees can process, visualise, analyse and record spatial data. They must be able to work in the field and use mobile devices for information, visualisation and registration of spatial data. It must be possible to carry out advanced analyses of spatial data and the results must be able to be presented across solutions. It must be possible to configure easily accessible and customised web solutions that can be used by citizens, businesses and municipal employees for information, visualisation and registration of spatial data. It shall be possible to configure the display of spatial data for third party applications through standardised cut surfaces. Managing data and configuring views should only be done from one location and applied across solutions. It must be possible to use both 2D and 3D spatial data. Spatial data and functionality must be shared, but protected by a security model so that relevant people and systems have access. Kolding Municipality needs to be able to store and display spatial data on both internal servers and through an external supplier managed platform with 24-7 operation. It must be a scalable platform that can be adapted to the demand and performance in the delivery of spatial data. The solution must be constantly monitored so that there is an overview and the overall use, performance and health status. Data must be collected so that the health status of the system can be quantified over time and alarms must be raised at critical limit values. The solution must be based on standard software and be covered by support and maintenance, which includes bug fixes, updates, improvements, etc., as well as technical support. There must be advice for using the software and optimizing the operating environment. The supplier must perform upgrades, patching as well as troubleshooting and problem solving in case of operational problems. As far as Kolding Municipality knows, there is only one system that can meet these needs, ArcGIS. We therefore intend to enter into an agreement on ArcGIS, unless other companies believe that they can offer a similar system that can meet the needs described above.
