Description

The German Federal Ministry for Economic Cooperation and Development (BMZ) has been actively supporting the Rwandan Government's decentralization efforts through various project phases. Starting January 2025, a new phase titled "Local Governance for Poverty Reduction (LG4P)" has been initiated, running until December 2027. This phase aims to enhance local governance with a focus on inclusivity, accessibility, and poverty reduction. The overall objective is to empower local governments in Rwanda to fulfil their role as actors of poverty-oriented, good governance in partnership with civil society more effectively. The Outputs are as follows: (1) local government services are provided in a more poverty-oriented and inclusive manner, with a special focus on the needs of women and people with disabilities; (2) institutional capacities of the local administration to manage public finances and increase own revenues in a socially responsible manner have been strengthened. and (3) the results of local public participation are integrated into the work of the local administrations. This project aligns with Rwanda's Vision 2050 and its National Strategy for Transformation (NST), emphasizing an enhancement of own source revenues, improved public service delivery, and strengthened citizen participation and accountability. GIZ seeks a contractor with expertise in inclusive local planning, service delivery, public financial management, and citizen participation to support this project. The assignment will span mid-2025 to December 2027, requiring a team of international and local experts to deliver capacity development, workshops, peer-learning, studies, and surveys.
