Description

The main purpose of the digitization project is to achieve an Integrated Information System for the Digitalization of Processes within Pucioasa City Hall, in order to capitalize on the advantages of digitization for the benefit of citizens, economic operators and public authorities, by investing in the development of relevant and necessary IT infrastructure, services and equipment at the level of Pucioasa City Hall, Dambovita County and the need to retrodigitalize multiple documents available only in physical format within Pucioasa City Hall. Digitalisation aims to: • Simplifying citizen-administration interaction: Providing full e-services, cutting red tape by eliminating multiple forms and waiting times, along with easy access to relevant information. • Improving transparency and access to information: Publication of public data in electronic form and creation of digital mechanisms for citizens’ participation in decision-making. • Increasing institutional efficiency: Automation of internal workflows, process optimization and reduction of operational costs. • Developing the local economy: Creating a climate conducive to attracting investment and generating new jobs through the use of technology. The purpose of the Integrated Information System is to aggregate and analyze data from various existing databases, with the ability to generate customized reports, detailed statistics and relevant forecasts. Thus, the Integrated Information System will ensure better communication between departments and will contribute to informed, evidence-based and up-to-date decision-making. In order to address these challenges generated by the exponential volume of data accumulated by the public administration and the diversity of integrated applications, Pucioasa City Hall proposes the implementation of the Integrated Information System. The Integrated Information System will allow the efficient management of the information flow within the local public institutions, centralizing and correlating the data in a single system. This will facilitate automated analysis and presentation of performance and efficiency. Specifically, the Integrated Information System will eliminate the need to send documents between departments and institutions subordinated to Pucioasa City Hall and the Local Council, related to financial data, cadastral, archive and other data collected and centralized within the Integrated Information System. The main objective of the entire project is to improve the quality of the administrative process in our locality through traceability and interoperability with regional and/or national institutions. Number of days until which clarifications can be requested before the closing date for submission of tenders: 17 days. The contracting authority will respond to requests for clarifications on the 10th day before the deadline for submission of tenders *NOTIFICATION OF INSTITUTION - SUSPENSIONAL CLASS The suspensive condition This public procurement procedure (hereinafter referred to as "the Contract") is initiated and will be carried out under this suspensive clause, in the sense that the conclusion of the Contract and, implicitly, the issuing of the order to start the supply, is subject to the approval of the project submitted under the Regional Programme South-Muntenia 2021-2027 (PRSM) and, consecutively, to the signature of the Financing Contract and the full allocation of the necessary budgetary appropriations for this purpose. **Legal references This clause shall be interpreted and applied in accordance with the provisions of Law No 98/2016 on public procurement, Government Decision No 395/2016 approving the Methodological Norms for its application, as subsequently amended and supplemented, in particular Article 212(1)(c), second sentence, of Law No 98/2016.
