Description

1. The subject of this contract is the supply of electricity to the Independent Public Health Care Institution in Łęczna, CPV code: 09300000-2 Electricity, heat, solar and nuclear. 2. A list of energy demand points with relevant information on the conditions under which electricity sales services are currently provided and the detailed demand for electricity is attached as Annex 2 to the SWZ – ‘Detailed description of the subject-matter of the contract’. 3. The estimated amount of energy supplied during the delivery period is 3085856 kWh for SPZOZ in Łęczna, 90 000 kWh for ZOL in Jaszczów. 4. The contracting authority does not allow partial tenders to be submitted. Justification: The purchase of electricity for all locations will allow for more favourable price conditions. The customer wants to achieve economies of scale. Volume does not constitute a restriction of competition. The decision not to divide the contract into lots is economically justified. In addition, there is no risk of a breach of the principle of fair competition. Any Contractor who satisfies the conditions for participation in the procedure may submit a tender. The subject of the contract is standardized, identical and regardless of which Contractor performs it, the only difference will be the price offered. The lack of division into parts of the procedure in question does not limit the participation of the small and medium-sized enterprises sector. 5. Additional information: The purpose of this contract is to harmonise rates and simplify the rules for accounting for active electricity consumption. The Contracting Authority intends to achieve the above in particular by obtaining a single, fixed price per kilowatt hour, appropriate for individual tariff groups, therefore, all additional costs and fees related to the implementation of the subject of the contract must be included in the offered unit price of electricity, including in particular those resulting from commercial balancing or fixed costs of fees 3.6. Information on the prior evaluation of tenders, in accordance with Article 139 of the Public Procurement Law. Selection of the most advantageous offer will be made using the so-called. ‘reverse procedure’. The Contracting Authority will first examine and evaluate the tenders, and then select the Contractors whose tenders have received the highest scores in terms of the lack of grounds for exclusion and fulfilment of the conditions for participation in the procedure.
