Subject-matter of the contract: ‘Design, execution of construction works and exercise of author’s supervision during the construction of the residential building stock of the Association of Owners “BLAGODENSTVIE” with address: Svishtov, 11 Hadzhi Dimitar Street. 2. Description of the subject of the contract: The subject of the contract includes the following activities: 2.1.DEVELOPMENT of an investment project in the ‘working project’ phase for the implementation of the most effective package of energy-saving measures for the building, which achieves a minimum energy consumption class ‘B’, in compliance with the package of energy-saving measures (ESM) proposed in the technical and energy audit and ensuring an accessible environment in the building for people with mobility difficulties, in accordance with the requirements of Regulation No RD-02-20-2 of 26 January 2021 laying down the requirements for accessibility and universal design of the elements of the accessible environment in the urban area and of the buildings and facilities of the multi-family residential building located at: Svishtov, 11 Hadzhi Dimitar Street. 2.2. EXERCISE OF AUTHORITY SURVEILLANCE during the execution of the construction and installation works in accordance with the requirements of Article 162(2) and (3) of the Spatial Planning Act. 2.3.PERFORMANCE OF THE CONSTRUCTION AND MONTAGE WORKS of the multi-family residential building in Svishtov, in accordance with the detailed investment project drawn up by the Contractor, coordinated and approved in accordance with the relevant procedure. The following main construction and installation works are planned: -Energy saving measure B1: Thermal insulation of walls - Delivery and installation of thermal insulation system with EPS thickness 12 cm, Delivery and installation of thermal insulation system type XPS 20 mm turning around the windows - 1 109.87 m2, Laying of color silicate exterior plaster (by color design) - 1 109.87 m2 - Energy saving measure B3: Thermal insulation of a roof - The measure involves the application of thermal insulation from XPS with a thickness of 100 mm and λ=0.03 W/mK for all roofs – 472.10 m2. -Energy saving measure B4: Thermal insulation of the floor - The measure includes installation of thermal insulation from XPS with a thickness of 100 mm and λ = 0.03 W/mK – 105.49 m2 and replacement of windows . -Energy saving measure B5: Replacement of joinery - The measure involves the replacement of existing joinery (wooden and/or metal joinery, and/or aluminium and/or other types of joinery – not complying with the requirements of the Energy Efficiency Audit) with a new, glass-packaged PVC frame with a maximum heat transfer coefficient U=1.4 W/m2.K. – 217.85 m2; -Energy saving measure C12: Lighting installation – The measure provides for the replacement of lighting fixtures in the common areas of the building with new, energy-saving and controlled by motion and light sensors – 12; -Measures to improve access for people with mobility difficulties - Implementation of works to improve access for people with mobility difficulties to the entrance doors of 2 block sections. The construction is the FOURTH CATEGORY, in accordance with Article 9 of Regulation No 1 of 30 July 2003 on the nomenclature of types of construction and letter ref. No VT-1524-02-720/10.06.2016 from the Head of the National Construction Control Directorate in Sofia. Detailed performance requirements are in accordance with the Technical Specification, an integral part of the tender documentation. The contracting authority will conclude a framework agreement only with a tenderer who fulfils the selection criteria and whose tender fulfils the pre-announced conditions. The framework agreement will be concluded with one person, the first ranked participant and designated contractor. The Framework Agreement sets out all the conditions. Pursuant to Article 82(1) of the Public Procurement Act, the Contracting Authority concludes a public procurement contract applying these conditions. The contracting authority will conclude a Contract for the award of the public procurement after securing funding. No funding was available at the time of the opening of the procedure.
