Description

The objective of the procurement is to ensure competence for the development and management of the Lovisa platform, as well as other self-developed software. The tenderer will be a central contributor to implementing the Norwegian Law Courts' strategy for digitalisation and shall function as an integrated part of the Norwegian Law Courts' IT organisation. In cooperation with the development teams and other IT organisation, the tenderer shall deliver good self-developed systems, seasoned with standard systems and public joint components. The 2027 law court strategy states " It must be stable operation of the law courts' ICT systems with a focus on safety and flexibility. Information and communication in and outside the legal process shall be digital. Technological developments should be reflected in the law courts and contribute to innovation, for example, within online conflict resolution, automation and artificial intelligence. » The courts ́ digitalisation commitment "Digital courts" aims at establishing a fully digital judicial process. This means a judicial process that uses digital information from the courts receiving a case, in the execution and until it is ended and transferred to the archiving authority. An important part of the digital legal process is to go from unstructured information to structured data, which allows for more automation and sharing of information to other public and private entities that are part of the legal processes. Another important aim in digitalisation is recording audio and pictures from legal meetings, and reusing and sharing this. This not only sets requirements for the infrastructure, but also that the Lovisa platform supports recordings, sharing recordings to different actors and retrieving recordings via the platform.
