Description

In 1998, the defence procured a target drone system consisting of a ground control station and target drones for the training of pilots/shooters of the Air Force and the Navy (Banshee system).

The system is designed for military purposes, including specifically to represent/simulate drones, hostile planes and other flying threats (e.g. missiles). The target drone system consists of a number of driverless aircraft (target drones), which are used as targets during air shooting exercises. The defence uses the system for training pilots/shooters (operators) of the Air Force and the Sea at the Zealand Odde School of Exhibition.

It follows from Article 28(1)(e) of the Defence and Security Directive that a contracting authority may award contracts using the ‘negotiated procedure without prior publication of a contract notice’ where, ‘for technical reasons or for reasons connected with the protection of exclusive rights, the contract may be awarded only to a particular economic operator’.
