Description

Description of the needs: The contractor must ensure, through this contract, the portability of programme products from other statistical institutes within Eurostat and international institutions, ease of user-friendliness when handling large volumes of data. The contracting authority cannot obtain the required performance (licence rights) from any other entity. The conditions laid down in Section 23(4)(a) of the Public Procurement Act are thus met. The ČSÚ has already used SAS software since 2006, when the ČSÚ’s management decided to make full use of its specific function. Brief description of the subject matter: The object of the contract is, to the extent and in accordance with the terms of reference, the grant of a licence to SAS Institute ČR s.r.o. for a limited period of time, in accordance with the outcome of the negotiated procedure without publication.Description of the relationship and needs of the contracting authority: Eurostat distributes the control programmes and makra written by SASU, so that the European Statistical Institutes can send the mandatory and required data files free of errors. Eurostat distributes indicator calculation programmes and programmes that are used to produce quality reports. For the calculations of weightings in sample surveys (SILC, ICT, VŠCR, AES), a maker is used in SAS developed by the French Statistical Office (NSI). The SAS licence is crucial for the operation of the ČSÚ.
