Description

The purpose of this intellectual services contract is to monitor and facilitate two Programmed Housing Improvement and Urban Renewal Operations (OPAH-RU). The first is targeted at the perimeter of downtown Montbrison. The second is a multisite OPAH-RU targeted at the perimeters of the city centers of Saint-Bonnet-le-Château, Sury-le-Comtal and Boën-sur-Lignon. The project management will be ensured by the municipalities, in partnership with Loire Forez agglomeration. The operator will have missions with variable geometry depending on the municipality: - Monitoring and animation missions: o Facilitation, information and coordination measures: communication, raising the awareness of owners and professional circles, welcoming the public to advise and inform on the issues at stake in the operation, coordination of stakeholders o Diagnosis: technical, social, legal, and financial support o Health and social support for households, including support for the rehousing of households o Decision support: o Establishment and analysis of performance indicators to inform the project owner and the members of the steering committees on the progress of the operation and submit adjustments if necessary to improve the system to achieve the quantitative and qualitative objectives. - Specific project management assistance missions for monitoring and land intervention: o Study on the calibration of operations for the resorption of unsafe housing (RHI) and the restoration of buildings (THIRORI) o Monitoring of priority buildings - Classical and reinforced communication missions: o Informing the public of the existence of the device: flyers, posters, construction tarpaulins, general and local press information, etc. participation in events, targeting and contacting priority audiences, door-to-door contact with partners: Meeting of actors of housing and real estate among others Text automatically translated in your browsing language Automatically translated
