Description

This is a prior information notice (PIN) in relation to identifying a service provider to support the development of policies and procedures to cover the regulatory activities of the SEAI Authorised Officers involved in Market Surveillance activities relating to the EU Ecodesign, Energy Labelling and Tyre Labelling Regulations. The policies and procedures will be part of the Authorised Officers Manual which is subject to compliance with our Quality Management System (ISO9001:2015). The Authorised Officers have both civil and criminal enforcements powers (in accordance with SI 669 of 2022, SI 670 of 2022 and SI 671 of 2022), and also conduct compliance promotion activities. Whilst the services provided will be primarily legal in nature, the service provider will require an appreciation of the technical aspects of the Market Surveillance product compliance checks. The provider will also require an understanding of Market Surveillance Regulations (EU) 2019/2020 as the majority of the MSA statutory obligations are contained therein. The estimated value of the contract is €250,000 excluding VAT over a 1-year term. SEAI intend to hold an information meeting on 11th October 2024.
