Description

With this ex ante transparency, Hudiksvall Municipality wishes to announce our intention, after conducting a negotiated procedure without prior announcement and this ex ante transparency, to sign an agreement for increased use of IT support and maintenance with CGI Sverige AB for its business system Raindance. The agreement replaces previous agreements. Hudiksvall municipality advertises in accordance with LOU (2016:1145) Chapter 10, Section 5, notice of ex ante transparency in order to ensure that no other supplier can provide requested IT support and maintenance services. The municipality intends to sign contracts for IT support and services for further development and maintenance. The contract for this can run up to and including 2032-12-31 Hudiksvall municipality owns licenses for the business system raindance according to the previously procured procedure and owns these licenses. The municipality now wants to expand the use of Raindance through additional parts of the system and move the solution to the cloud service offered by CGI Sweeden AB. The parts that are complemented in the new agreement are supplier contrast portal and support for E-commerce. Reasons why the tender was not advertised: Where, due to technical reasons and due to exclusive rights, requested services can only be provided by a particular supplier, the procurement procedure Negotiated procedure without prior advertising will be applied in accordance with LOU 2016:1145, Chapter 6, Section 14, point 2 o 3 Cloud service together with the new parts can only be provided by CGI Sverige AB when the product is protected by exclusive rights. A contract will be signed with the supplier after the period of voluntary barring has expired. In connection with the announcement of ex ante transparency, voluntary blocking of contracts enters into force. This blocking of contracts means that contracts cannot be signed until after 10 days.
