D-Mainz: Architectural services for buildings
Reason and objective:
The Rhineland-Palatinate State Parliament is located in the historic German House in Mainz. The baroque Palais with the two upstream so-called Kavalier buildings was rebuilt until 1951 after major destruction of war. Since then, parts of the building have been regularly modernised. However, it has not yet been possible to rehabilitate in a sustainable manner in order to remedy fundamental deficiencies, in particular in the field of fire safety and technical building installations and accessibility. There is also a need for optimisation in the area of functional links and the number of rooms within the Landtag building.
Against this background, the Land of Rhineland-Palatinate – represented by the Ministry of Finance – commends a planning competition for a comprehensive renovation of the Landtag and Kavalier buildings. In addition, a small cultivation is to be added to the historic regional parliament building. They are functionally, conceptually and technically excellent and reflect the particular importance of the national parliament. The horizontal distribution of use from public areas on the ground floor to purely internal areas on the German House and the Kavalier buildings, which already exist in some cases, is to be implemented consistently. Special importance is attached to plenary care with approximately 650 m² of useful floor area. The public area with foyer, visitor, exhibition, meeting and meeting and meeting areas and a public catering service is expected to cover approximately 2 300 m² of useful floor space in the future. The areas of the Landtag administration cover approximately 1.100 m² of usable land. An important part of the task of rehabilitating the Mainzer Landtag is the ambitious targets for energy-efficient and sustainable construction. In addition, the protection of monuments must be taken into account when the building is redesigned.
Type of procedure:
The sustainable refurbishment of the Rhineland-Palatinate Landtag building is a very complex planning task in which different functional areas are to be accommodated in a spatially limited, listed existing building. In preparing and planning the sustainable renovation of the Landtag building, particular attention will be paid to the transparency of the process and the involvement of users.
In order to create the best possible conditions for this, the procedure is organised as a two-stage competition with the upstream application procedure in accordance with the VOF and RPW 2008.
The design competition is organised in two stages, i.e. in the form of two separate competition procedures. The two levels of competition follow each other. The drafting task remains essentially the same in both stages, but the task can be performed after the first stage. The stage is supplemented, specified or further developed. The composition of the jury remains the same at both levels, and the anonymity of the proceedings becomes effective until the conclusion of the second stage. Level maintained.
As a result of the first The competition level shall consist of a price group of at least six participants, who shall be the exclusive participants of the second. Level qualification. That is why the first No direct assignment is indicated. The prizes of the first The stage was accordingly determined in consultation with the Rhineland-Palatinate Chamber of Architects. The focus of the work in this 1. It is based on functional quality (inter alia, implementation of the spatial programme, development, rescue routes, accessibility) and design quality (including design guide, consideration of historical building, urban quality of cultivation). In addition, basic and conceptual information on the technical functionality and energy efficiency and sustainability of competitive contributions is expected at this stage.
The selection after the first The stage should be presented in an appropriate form to users and to the interested public, while preserving anonymity. Suggestions from this, as well as additional requirements and findings of the promoter from the result of the first The level of competition may be taken into account in the role of the second stage. The promoter has the right to use and exploit partial solutions of contestants.
The 2nd The level of competition becomes as short as possible after the first Stage. The participants in the contest are at least 6 members of the price group of the 1st. Stage. The drafts shall be drawn up in accordance with the recommendations of the jury of 1st. Stage or in accordance with any change in the scope of the 2nd Step revised. The intention is to deepen the design guide and to differentiate functionality. The technical design as well as the concept of energy efficiency, sustainability and life-cycle costs are to be developed in the 2nd Stage is also processed in depth and deposited with calculations. The use of specialist consultants is recommended at this stage. It is foreseen in the 2nd Stage 3 prizes to be awarded.
The first three winners will be awarded after the 2nd Stage of the planning competition conducted a negotiated procedure in accordance with Section 3(4)(b) of the VOF. The outcome of the planning competition will be incorporated into the negotiated procedure at 50 %.
