Voluntary ex ante transparency in relation to the acquisition of lighting lasers
2 pcs PHA6302 FireBIRD laser with accessories at a cost of 1 307 000 sec. In experiments that generate a high degree of intrinsic light (something that is common in FOI's research), this disturbing light may need to be filtered out in order for the event to be recorded with a high-speed camera (HSV). This is solved by illuminating the object with a monochromatic light source that only emits light at a specific wavelength. By simultaneously equipping the camera with a matching bandpass filter, all other light (including the high self-lighting) is blocked, while only the illumination light is allowed through to the sensor. Since the method requires extremely concentrated light at a precise wavelength, in practice only laser light sources make this technology possible. The cameras FOI uses can handle very high frame rates, up to 20 million frames per second, which makes it important that the laser light can pulse at high speed. As the processes studied are extremely fast, an RSV beam can have a velocity of 8000 – 10000 m/s, a short illumination time is required to ‘freeze’ the object in the image. In order for the camera to get enough light during a short turnaround time, high power of the laser is required. Sometimes events can last longer, which also requires that the laser can be pulsed continuously, even if the pulse rate is lower. It is also important that the laser can be focused at different distances when it can be difficult to get close to the object. These needs are addressed by the following requirements: • At least 1000W • Continuous illumination with a pulse rate of at least 500 kHz • Can handle a maximum pulse rate of 10 MHz • Can handle a duration of the pulse down to 15 ns • Can be equipped with a large variety of lenses to be able to focus light at different distances FOI has good knowledge of the market based on many years of experience and notes that lighting lasers from Oxford Lasers of model PHA6302 FireBIRD are the only option that meets FOI's requirements. This laser has also been tested at FOI and the performance is confirmed. FOI has evaluated other lighting lasers on the market that do not meet all requirements. In light of the above, FOI considers that Elma Instruments AB, 556521-2890, for technical reasons in accordance with Chapter 6, Section 14(2) of the Public Procurement Act (2016:1145) can deliver the requested solution that meets the requirements of the business. For technical reasons, there is no competition. Following the implementation of voluntary ex ante transparency and direct procurement in accordance with Chapter 19a, Section 5, point 2 (LOU), FOI intends to enter into an agreement with Elma Instruments AB, 556521-2890, regarding the above-mentioned lighting lasers. FOI announces, in accordance with Chapter 10, Section 5 (LOU), a notice of voluntary prior transparency in order to ensure that no supplier other than Elma Instruments AB, 556521-2890 can provide requested lighting lasers. Before a contract is signed, the block is applied until 2026-09-28.
