Very thin cold layers are an efficient solution both technically and economically, as they allow for quick, resource-saving interventions without requiring major traffic restrictions and without significantly affecting traffic. Applying these layers improves the texture and macrotexture of the road surface, increases adhesion and reduces the risk of accidents, especially in humid conditions. The need for this work is determined by: • the evolution of traffic intensity and composition on county roads; • the current technical state of road sections, which require preventive interventions to avoid costly repairs in the future; • legal and regulatory obligations regarding the maintenance and safety of road infrastructure; • ensuring the continuity of public services and maintaining an appropriate level of accessibility in the county. Therefore, the acquisition and execution of these works is a real and immediate necessity for maintaining the functionality and durability of the county roads in Arad County. In accordance with Article 160(1) of Law No 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information in relation to the tender documentation is a maximum of 20 days before the closing date for the submission of tenders, and the deadline by which the contracting authority will respond clearly and completely to all requests for clarification/additional information is on the 12th day before the closing date for the submission of tenders, in accordance with Article 161 of Law No 98/2016. The Contracting Authority reserves the right to make amendments to the contract, in accordance with Article 221 of Law No 98/2016, as amended.
