Description

Sellihca is a qualification system for suppliers of utilities active in the generation, transmission and distribution of electricity, district heating/cooling and water supply and associated services.
Sellihca has been established as an industry-specific qualification system with the aim of reducing costs and administrative routines for both procurers and suppliers, as well as ensuring that all suppliers’ applications for qualification are treated fairly and equally by the utilities that subscribe to Sellihca.

In addition, when new utilities are included in the qualification system, a new contract notice shall be published.
Subscribing utilities use the procurement qualification system governed by EU directives, but reserve the right to publish individual contract notices for specific needs if they deem it necessary, even if they are linked to categories of goods and services covered by Sellihca.
The qualification system may also be used by subscribing utilities, as appropriate, for procurement that is not subject to EU directives. Similarly, Sellihca subscribers may use Sellihca to identify suppliers, service providers and contractors for operations outside the EU.

If the subscriber considers the information available after the initial qualification insufficient to select tenderers, a request for further information may be sent to the already qualified suppliers.
The selection of tenderers by subscribers is thus made on the basis of suppliers, contractors and service providers who have completed the joint qualification in the service requested without further publication of a notice supplementing the Official Journal of the European Union.
