The subject of this contract is the supply of copying paper and stationery for the implementation of project BG05SFPR002-2.009-0001 ‘New opportunities for people with disabilities to live in dignity’ under the Human Resources Development Programme 2021-2027 (HRD), co-financed by the European Union through the European Social Fund Plus, with three lots: Lot No 1 ‘Supply of non-recycled white copy paper for the implementation of project BG05SFPR002-2.009-0001 ‘New opportunities for a dignified life for people with disabilities’ Lot No 2 ‘Supply of office supplies for the implementation of project BG05SFPR002-2.009-0001 ‘New opportunities for a dignified life for people with disabilities’ Lot No 3 ‘Supply of office supplies included in the List of goods and services referred to in Article 12(1)(1) of the Public Procurement Act for the implementation of project BG05SFPR002-2.009-0001 ‘New opportunities for a dignified life for people with disabilities’ The main objective of the project is to continue and upgrade the process of preparing and removing adults with disabilities accommodated in 41 specialised institutions (SI) and residing in 11 state psychiatric hospitals (PDB) under social indications by undertaking a number of actions guaranteeing a smooth and planned in time transition to appropriate social services for residential care and supporting the implementation of project BGPR services. On the basis of Article 47a(2)(1) of the Public Procurement Act, the contracting authority has set environmental requirements for the non-recycled copying paper subject to delivery under Lot 1, as set out in the technical specification - Annex No 1.1. of the documentation of the procedure. On the basis of Article 12 of the Public Procurement Act and Article 80(1) of the PPZOP, the contract under Lot 3 is reserved for the award to specialised enterprises or cooperatives of people with disabilities or to economic operators whose main objective is the social and professional integration of people with disabilities or disadvantaged people, as the lot contains goods included in the List of goods and services referred to in Article 12(1)(1) of the Public Procurement Act, approved by Council of Ministers Decision No 591/18.07.2016 (promulgated in State Gazette No 67/26.08.2016). ‘Specialised enterprises or cooperatives of persons with disabilities’ are those within the meaning of Article 28(1) of the Integration of Persons with Disabilities Act or their equivalent under the legislation of a Member State (§ 2(46) of the Additional Provisions to the Public Procurement Act). According to the requirements of Article 12(5) of the Public Procurement Act, persons may participate in the award of reserved public procurement contracts, provided that at least 30 per cent of their list is made up of persons with disabilities or disadvantaged persons. In such cases, persons must be registered as specialised enterprises or cooperatives of persons with disabilities at least three years before the date of opening of the specific procurement procedure. In accordance with the requirements of Article 12(6) of the Public Procurement Act, specialised enterprises or cooperatives of people with disabilities may participate in this public procurement, provided that they can implement at least 80% of the subject of Lot 3 with their own machinery, equipment and human resources.
