Description

Description of the procurement: Sandefjord sixth form college (SVGS), Vestfold fylkeskommune (VFK), needs to expand and adapt equipment for VG2 and VG3 within the disciplines Chemistry Process and Automation. Sandefjord sixth form college is a large school on a national scale. With more than 2,000 pupils and approx. 370 employees, it is Norway's largest sixth form college. The school has both a specialised and vocational education programme. It has now been decided that two (2) process rigs shall be procured. Practical Training System Control Engineering/Process Automation Full Equipment. LC2030 Training | Christiani The equipment will be tailored and specially adapted, so that it can be used for VG2 Chemistry Process subjects and VG2/VG3 Automation subjects. It shall be used for PLS/&Grafset programming and measuring the control and zoning technique. The process rig is being built by Christiani so that we can connect to our existing Simen's software. The process pupils will be able to adjust different zoning loops and cooperate with the automation pupils. The assignments that are done physically on the system can also be simulated in a separate programme, we intend 20 licences for this. The procurement shall ensure that pupils and teachers in the relevant studies have available updated and future orientated equipment in education. Practical training in System Control Engineering/Process Automation. This model covers the following learning activities for: Automation subjects - Learning areas: • Analyzing, adapting and controlling • Sensors, actuators, interface, function descriptions, basic logical connections and memory functions • Programming and implementing regulators and systems. • Computer based control systems, digital and analogue signal processing, graphical programming language, program simulation, troubleshooting, error analysis and online help. • Control and communication systems • Integrate control systems, table form and graphical presentation of measurement data, human-machine interface. • Commissioning and hand-over of automation systems. • Analogue and digital sensors, process visualisation. • Automation systems maintain and optimise controller settings, process visualisation and simulation programs. This model covers the following learning activities for: Chemistry process subject: Learning areas • Influence processes • Influence process variables for control of a process by choosing the variables and connecting them via open and closed loop controls. • From the obtained data, derive parameters for the interaction between different assemblys as regards process control. • Operation and monitoring of production processes • Describe the production processes and the used site components. • Start up and close installations or parts of the installations and by mistake implementing measures to eliminate these. • Allocate process priorities to the process data on the basis of the measurement, control and automation equipment that is involved in the processes. • Determine and influence process data in the process control. • Configuring control and zoning systems • Important is that the equipment is adapted so that it can be used across disciplines, so that the process and automation pupils can collaborate on troubleshooting and problems. Reasons for awarding a contract without a competition notice: Sandefjord sixth form college has examined the market and cannot see that there are other actors who, based on a standardised "Rigging" and in this price category, can special adapt this to our needs. SVGS is of the opinion that IKM Instrutek AS is currently the only supplier who can deliver the mentioned special adapted "Process Rigs". The planned installation of the equipment is set for August 2025, before the start of the school year 2025/2026. The total value of the procurement: Value excluding VAT: NOK 550,000 Information regarding deadlines: The deadline for lodging appeals is 10 days after this notice has been published in Doffin. The waiting period expires on the 10th day, 12:00 after the notice day. Any objection or appeals shall be sent by email to: kjetil.haakon.larsen@vestfoldfylke.no
