Description

Danish Broadcasting Corporation (DR) hereby invites all interested and qualified suppliers to apply for prequalification in relation to the tender “Apps for game consoles and HbbTV”.
Background:
DR is the largest provider of streaming media on the Danish market. DR core service dr.dk/tv present online TV catch-up from all 6 national TV channels. Online content is currently available for streaming for a period of 30 days, although this can vary. The content is available on major platforms such as web, smartphone, tablet and Hbbtv (connected tv). DR's current web player is based on open web technologies (ex HTML5).
DR will release Hybrid apps based on HTML5 content for smartphones, tablets and connected TV during the summer. The scope of this tender is to replace HbbTV apps with a new version and add apps for game consoles.
The tender includes delivery of Apps for the following lots:
— Lot 1: App for Game consoles,
— Lot 2: App for HbbTV (including an option for app to mobile and tablet),
— Lot 3: App for Xbox One.
Tenderers may bid on all or some of the lots, but it will have a positive impact on the evaluation in the tender phase, if the supplier can provide more or all Apps in Lot 1 - 3. The quality and security of the Apps must be of a very high standard. In addition, it will be of importance to the desired solution that the Apps are easy to use, have high responsiveness and performance, have high stability for navigation and playback as well as fast support and bug-fixing.
DR will be responsible for the following deliveries: metadata/structure/pictures through the agreed API, video distribution via DR's current CDN-supplier (Akamai) in HDS, HLS and download format, design of a new user interface for the TV screen (in cooperation with the chosen supplier). Furthermore UX, design and Navigation must be based on the UX for existing DR Apps, but adapted for the individual platforms native UX. The above mentioned deliveries will be available for the selected supplier before project initiation.
DR would like a supplier who has competence, methodology and history to develop video-On Demand/interactive services for a broad spectrum of TV centric platforms as mentioned in the three lots. The supplier will develop the specialized user experience for the TV version of DR's internet TV, so that it can be launched on as many TV centric platforms on the Danish market as possible, based on DR's deliveries. DR wishes to purchase an established service, which can be customized to DR's needs.
It is essential for the contract that the supplier has a role in the administration of the system, e.g. service, support and continuous required upgrades during the contract period, after the delivery has been approved.
Overall timeframe:
The overall expected timeframe for the tender and implementation is as described below.
— Week 23: Announcement to prequalified tenders,
— Week 24: Announcement of tender material to prequalified tenders,
— Week 31: Deadline for submitting proposal,
— Week 35: Announcement of selected supplier,
— Week 51: Deadline for delivering, implementing and launch of the proposed solution.
