Description

The purpose of this consultation is to appoint a holder of the public service delegation agreement whose purpose is to entrust him, under the terms and conditions set out in the Contract, with the operation of mobility services. All stages of the procurement procedure for the future Delegation of Services will be managed by MOULINS COMMUNAUTÉ in its capacity as the Delegating Authority. The Contract shall be performed at the risk and peril of the Delegatee, in accordance with the general principles of the law of the Delegations and all the legal and regulatory provisions in force at the time of its performance. In particular, the Delegatee will assume a risk related to the operation of the services, the share of risk transferred being understood within the meaning of the second paragraph of Article L. 1121-1 of the Public Order Code. The purpose of the MOULINS COMMUNAUTÉ public service delegation contract for urban transport and mobility services is to entrust the operation of the following mobility services: Urban transport with main and local lines; Transport on demand; Interurban transport; V'Léo bike rental services V'Léo Pro and V'Léo Loisirs bike rental services will be treated as part of two optional tranches. The duration of the contract is 8 years from 1 September 2025. The nature and details of the delegated services and the respective obligations of the Delegating Authority and its Delegatee and the resources made available to the future delegatee shall be specified in the documents of the CED.
