United Kingdom-Solihull: Software package and information systems
Solihull MBC (SMBC) runs an integrated Oracle e-business system (EBS) underpinning the main business functions of finance, human resources, payroll, customer service and organisational development. The Council also provides elements of these services to some of the Schools and Academies in the borough, its ALMO Solihull Community Housing and other organisations as part of a partnership arrangement. These organisations are listed below.
The principal reporting tool across Oracle EBS is Discoverer (Disco) which has been used for the last 10+ years for ad-hoc, operational and management reporting including statutory returns. Disco is well embedded and understood by SMBC.
The Council has over 3,000 users of the EBS platform. It is estimated around 700 of these access both Disco and in-house reporting tools. This has led to the creation of thousands of active reports. Currently all reports are created with expertise from within the ICT section and released to the service to run with limited parameterisation. This is no longer sustainable moving forward and the replacement solution needs to have the ability for services to build / modify and run their own reports with little or no technical expertise.
The Council is now initially seeking to procure a solution to address these business problems. The priority is to replace the existing reporting tools whilst maintaining business continuity. However the Council is open to opportunities that not only replace Disco and in-house reporting tools (like for like) but to upgrade and move towards an Integrated Data Warehousing solution with other line of business systems where this could be deemed cost effective. The four elements of the requirement are listed in II.2.1).
