Description

The subject of the contract is to equip the Payment Parking Zones in Wałbrzych (in accordance with the table set out in Annex A to the ToR) with parking facilities (parcometers) and a computer data-processing centre, together with their operation and maintenance.
The scope of the procurement covers:
1. To carry out and submit to the Contracting Authority for approval the design documentation for the vertical marking of parking spaces forming the Payment Parking Zone, together with a traffic organisation project for the area indicated in Annex A to the ToR.
2. Draw up a list of the facilities for collecting and settling parking charges and their location, provided that the Contractor of this contract is required to obtain all necessary arrangements and permits for the location and colouring of the parkometers, including the permission of the competent monumental conservation agent, and other facilities necessary for the organisation and proper functioning of the SPP.
3. SPP equipment (assembly and start-up) with 29 parking meters,
(a) by the following dates:
— within the scope of point 4.3.b, by 2.11.2011,
— as far as described in 4.3.c and 4.8.from 2.1.2012
(b) 1 device, in accordance with the approved parking meter location design, and its configuration and validation,
(C) 28 single-type equipment according to the approved parking meter location design, and their configuration and approval. The contracting authority allows the Contractor to make available second-hand parkometers (after major renovation) no more than 4 years old, provided that the external appearance of the equipment and the state of memory of the internal registers must not be indicative of their earlier use and the technical condition does not give rise to any objections, i.e. permit long-term, non-emergency operation without the need to carry out repairs requiring the dismantling of the equipment,
if, during the performance of the contract under the transport policy, a part of the streets in the paid parking area is excluded from traffic for motor vehicles, the Contracting Authority reserves the right to reduce the quantities provided for in point 4.3 above for the installation and operation of the parking meters, without altering the Contractor’s remuneration.
4. Organisation of a computer data processing centre (CPD) controlling (monitoring) the functioning of the SPP.
5. Performance of vertical and horizontal markings together with an analysis of the existing marking for the creation of SPP.
6. Equipping the Contracting Authority with three-piece control equipment (mobile terminals) together with software to supervise the operation of the SPP compatible with the SYSTEmEG contracting authority’s software,
7. Training of the Contracting Authority’s staff in the handling of the equipment and software provided.
8. Introduction and operation of settlement of real stop time in SPP using a mobile phone.
9. Day-to-day operation, repair and maintenance of parking equipment (parcometers) and the Computer Data Processing Centre.
10. Repair, supply of consumables and maintenance of equipment referred to in point 6.
11. Guarantee, at its own expense and risk, a comprehensive service consisting of the transport of cash, the conversion of monetary values and its transfer to the Contracting Authority’s bank account. The receipts from the parkometers must be paid into the Contracting Authority’s bank account within one week of their collection. All receipts will be settled after the end of the month.
12. Maintenance of clean parking spaces, including designated places for disabled persons in the SPP area, throughout the year, distinguishing between summer and winter periods. The summer period is the period from 16 April to 31 October. The remaining period is treated as a winter period. The Contractor is required to keep parking spaces clean throughout the contractual period, irrespective of its formal division into summer and winter periods.
(1) The scope of work during the summer period shall include: day-to-day cleaning of fallen leaves, manual collection of small pieces of waste, manual or mechanical sweeping of car parks.
The scope of work during the winter period shall include: snow and removal of excess snow and slip, to be started immediately after snowfall or other slippages have ceased. Loose snow is allowed up to 6 hours after the SPP has ceased to function. During prolonged snowfall, this work should be carried out on an ongoing basis so as to prevent snowfall. Snow removed from the SPP shall be sprayed in a place that does not impede vehicle pedestrian communication. The Contractor is required to spray the snow and to remove it within a maximum of 3 days. During intense snowfall, the Contracting Authority will individually agree on rules for the export of sprayed snow from the paid parking areas. Only sands should be used to fill car parks and pavements. Suction from sand shall be carried out no later than the end of April. If days without snow occur, work should be done as in summer.
The work referred to in points (1) and (2) shall be carried out in such a way as to guarantee safe access to parcometers and parking spaces.
Maintenance of parking spaces in the SPP area in summer and winter clean will have to be carried out in advance of the start hours of parking spaces. During the summer period, parking cleaning on Saturday after the end of the SPP until 1 p.m. 24:00.
13. Renewal of the horizontal markings by 15 June of each year of the Agreement and ongoing repairs to the road signs, which shall take place within 3 working days.
The equipment referred to in point. 4.3 and 4.6 must, during the period of performance of the contract, be the property of the Contractor or be in the possession of the Contractor on the basis of a legal title.
Before signing the contract, the Contractor will be required to submit the equipment documents (invoices, rental contracts, leasing contracts, proof of the year of production, etc.) in order to verify their compliance with the requirements laid down in the ToR. The parties will draw up a report of the verification activities carried out and signed by the authorised representatives of the Contracting Authority and the Contractor.
The contracting authority will transfer the SPP area to the Contractor within 3 working days from the date of signature of the contract.
Within 14 days after the expiry of the period of validity of the equipment contract referred to in point. 4.3 will be dismantled by the Contractor at his expense, including the restoration of the surface.
