Description

The district of Sigmaringen intends to award a public service contract (ÖDA) for the scheduled bus services in bundle 6 "Nordost/Bad Saulgau" with lines 393 (section Herbertingen - Riedlingen), 419, 470 and 7570 (section Herbertingen/Ertingen - Bad Saulgau) starting operations on 1 August 2028 and running until 31 July 37. ÖDA refers here to public transport services within the meaning of Paragraph 8 of the PBefG, irrespective of the form of operation in detail (in particular regular services within the meaning of Paragraph 42 of the PBefG and flexible operating modes, where applicable, also within the meaning of Paragraph 44 of the PBefG in conjunction with Paragraph 2(1)(3) of the PBefG). The operator will be granted an exclusive right within the limits of Section 8a(8) PBefG. The contractor must provide at least a predominant proportion of the operational services itself (see Article 4(7) of Regulation (EC) No 1370/2007). The ODA will, where appropriate, include requirements to meet the requirements resulting from the EU Clean Vehicle Directive (CVD) and the Clean Vehicle Procurement Act. The ODA will also include provisions according to which the transport offer must be adapted to changing transport needs within the framework defined in the ODA. The rights of amendment relate to the nature, scope and quality of transport services and to transport tariffs. In particular, the service provider reserves the right to make changes to the transport offer in a later öDA. This may result in changes both in the stock and history of the lines, as well as in the timetable and tariff offer, in the form of operation (regular line operation or flexible modes of operation) or in other aspects such as vehicle and other quality standards. As a result, the lines can change, new lines can be added or today's lines can be omitted. The volume of traffic recorded by the ÖDA can be reduced or expanded. With this information, the competent authority complies with the publication obligation under Section 8a(2) of the Passenger Transport Act (PBefG) in conjunction with Article 7(2) of Regulation (EC) No 1370/2007.
