Finland-Raahe: Refuse and waste related services
Amendments and corrections to the invitation to tender and the annexes to the invitation to tender:
Annex 1 to the invitation to tender: Waste transport in the municipality of Sikanjoki, corrected estimated discharges (corrected Annex 1).
Annex 12 to the invitation to tender: City of Raahe/Chaviour district, repair, paper collections removed (corrected Annex 12).
Correction: The annexes to the sports areas of the city of Raahe (Annex 10 of the city and Annex 9 to the Vavan Region) are deleted, the discharges of sports areas are included in the estimated discharge rates of the city of Rahe, Annex 12 (Vihanti) and Annex 13 (urban area). Tables 9 and 10 have also been deleted from the relevant item.
Correction: The deadline for submitting questions has been brought forward.
For the period from 1 October 2014 to 30 September 2017 (option 1 year), the procurement services of the City of Raahe, the municipality of Sikanjoki, the Raahe Education Association and the Raahe Regional Welfare Association (Rahe District Welfare Association) for the collection and transport of real estate waste (bio, non-combustible, non-sorted and energy waste, collector glass, small metal, cardboard, paper, hospital waste and locus car services) for the period from 1 October 2014 to 30 September 2017 (option 1 year).
By way of derogation from the above, the contract period of the municipality of Sikanjoki for the period from 1 January 2015 to 31 December 2017 (option 1 year).
In the case of the municipality of Raahe, the Raahe Welfare Municipal Council and the Raahe Education Association, the tenderer must submit mixed waste which can be incinerated and unsorted to the Raahe municipal waste station at the following address: Kiiluntie 167. Shipments of waste in the area of the municipality of Sikanjoki will be delivered to Ouluu (as specified in Annex 6).
The tenderer must attach to the tender an explanation of where mixed waste other than non-combustible, unsorted waste will be delivered for further treatment in the case of the town of Raahe, the Raahe Regional Welfare Association and the Raahe Education Association.
Bids will be made by destination (suppliers will be selected on a site-by-site basis):
1. Municipality of Sikanjoki (Annexes 1 and 6);
2. Raahe Association for Education/Units of Raahe (Annexes 2 and 7);
3. Raahe Education Council/Units of Raahe (Annexes 3 and 8);
4. Raahe Regional Welfare Council/Raahe Units (Annex 4);
5. Raahe Regional Welfare Council/Sikanjoki Units (Annex 5);
6. City of Raahe/former Municipality Region/Real Estates and Physical Areas (Annexes 11 and 12);
7. City of Raahe/former Rahe City/Real Estates and Physical Areas (Annexes 11 and 14);
8. City/port of Raahe (Annex 15).
The tenderer or bidding consortium must indicate in its tender the total number of cars (including the subcontractor’s equipment) for which he/she will participate in the tender. If the tenderer has offered items where different types of equipment are required, the total amount shall be broken down by type of vehicle. If the total amount is not limited in the tender, the tenderer will be responsible for having the necessary equipment to perform the entire service requested.
Consortium = Service Providers may join 1 in order to submit a joint bid for a joint supply (tendering interface), provided that the activity is not in conflict with Chapter 2 of the Act on Restrictions of Competition (318/2004). The tender must be accompanied by an undertaking signed by all service providers participating in the consortium that the tenderers are jointly and severally liable for the tender.
The service provider may use a subcontractor. A description of the use of the subcontractor must be attached to the tender. Only a service provider meeting the requirements set out in the tender documents may be accepted as a subcontractor. The same supporting documents for the subcontractor must be uploaded as an annex to the tender, which is required of the service provider. The provider is responsible for the activities of its subcontractor to the subscriber of the service rather than its own.
The vehicle fleet used must comply with all provisions laid down by Finnish laws, regulations and authorities.
The workers of the service provider must have the driver qualification required by Finnish laws and regulations (Act of 16 March 2007/273, Decree 640/2007).
The tender must include information on the equipment to be used.
Any questions concerning the invitation to tender should be sent by 20 May 2014 at 12:00.
Questions should be sent from the Tenderer.fi Supplier Portal.
The answers to the questions can also be found in the same place by 15h00 on 28 May 2014.
Date of return of tenders 11 June 2014 at 12:00.
