Description

I. General provisions
On a 24/7 basis, protecting the garden area and protecting people and property from burglary and devastation, from theft and mutilation of animals in the area administered by Silesia Zoological Garden over an area of 47.196 ha;
(2) Continuous walking of terrain during the day with its own battery-powered truck with a valid CB policy for an unregistered vehicle, checking the external protection of buildings and runs. During night shifts, regular patrolling of the area continuously on foot or with a vehicle, according to changing routes. The contractor undertakes to use a technically operational vehicle operated by a licensed operator each time. On the basis of the above-mentioned authorisations and up-to-date testing, the SPC will issue a licence to the operators of trucks.
(3) In exceptional cases, provision of a marked patrol car with an intervention group with a response time of no more than 15 minutes after notification. At least one member of the intervention group must have a minimum of 2 years’ seniority and intervention experience and have the registration of a qualified physical protection officer.
(4) Car and pedestrian monitoring in two gates (in the summer season – three gates); car traffic via a business gateway – a minimum of 1 camera with a resolution capable of reading registration numbers, traffic on the other gateways – a minimum of one camera with a resolution allowing the identification of persons.
(5) Issue of one-off entry/exit passes (persons, vehicles) on printed matter supplied by the Contracting Authority;
(6) Inspection of vehicles entering/exiting from/from the Zoological Garden;
(7) Manual snow clearance and sanding of entrances, gates entrances and guards. The sand will be provided by the procurer.
(8) Issuing and receiving keys from office spaces and pavilions, together with record keeping;
(9) Inspection of the state of sobriety of garden staff and outside firms on the instructions of the contracting director;
(10) Adequate and rapid response to possible absconding of animals, in accordance with the ‘Procedures procedure’;
(11) vigorously reacting to all violations of the rules of procedure of the HSC, disturbances and attempts at devastation, robbery, etc.;
(12) Check the protection of objects against theft;
(13) Preventing any phenomenon constituting a criminal offence against property, persons present on the site and preventing damage to protected areas:
— thwarting attempts to steal or devastate protected property
— carrying out the celebration of the protected site and direct intervention, in a lawful manner, in the event of interference by external persons threatening
destruction, theft or other violation of the protected property, including the arrest of the perpetrator of the possible threat and the transfer of the summons
police officers,
— taking intervention measures in the event of disturbances on the site of a protected site;
(14) Emergency co-operation with the Police, the Urban Guard, the Fire Service and the Rescue Service;
(15) Information on wild animals (in particular foxes) observed in the CA and others suspected of being left by third parties;
(16) Refusal to admit to the CA any animals provided by third parties or other services, providing information on the establishments providing such assistance;
(17) Check the compliance and timeliness of passes, entry/exit badges, entry/exit of persons and vehicles to the CPC;
(18)The security service will be provided:
(A) During the winter period in 3 buildings:
1) Building of Kasa Główna – Main – single manning 24h
(2) Economic & Workshop – 2nd manning 24 h
(3) Directorate building – single manning 24 h
4) Field Patrol – 2 staff members from 1 p.m. 18:00 by a.m. 6:00.
(B) During the summer season, i.e. from 1 May to 30 September of a given year, in addition to the scope described in point. And the following is added:
(1) Side coat (Gold) building – single manning between 9:00 and 19:00, i.e. until the gates are closed;
(2) Field Patrol – 2 staff members from 1 p.m. 6:00 by a.m. 18:00.
(19) The contracting authority will require the Contractor, at all times during the performance of the contract, to have at his disposal a printer with a passive measurement of the alcoholic strength of the breath. The alkomate will be adequately secured in the portorier room of the Garden Directorate building and will be available 24 hours for the OSH cell of the garden. If it is necessary to regularise the alkomate, the Contractor will provide the Contractor with a substitute with the parameters described above.
(20) The Contractor shall, under the contract, install in the Silesia Zoo before the start of the provision of the services, no later than the day before the site is taken over:
a/. a monitoring system consisting of 12 cameras and 4 digital recorders, together with a system for wireless data transmission (image) installed at the locations indicated by the contracting authority, with the possibility of extending the system with further cameras and recorders;
b/. a minimum of 45 control points for the celebrations, together with a control device.
C/. monitoring of two additional facilities designated by the Contracting Authority through a system consisting of a recorder and a minimum of three cameras each
(infrared cameras) within 30 days from the date of takeover of the object.
D/. The system shall record events from each camera for a minimum of 7 days. At the end of the registration cycle, the Contractor undertakes to archive the recordings
and promptly communicate them on electronic media to the contracting authority.
(21) Equipment referred to in point. 20 a-b-c are owned by the Contractor. At the end of the contract, the Contractor will be able to dismantle or leave in the Śląskie Zoo in accordance with additional arrangements written in the form of a protocol.
21 a.) In cases where the recording of the monitoring is required to be made available, the Contractor will be required to provide it on an external medium (plate;
pendrive) in AVI or MPEG format.
(22) The Contractor shall ensure that staff in service, especially daily staff, have a high personal culture.
(23) The Contractor shall employ persons with professional experience and appropriate psychophysical conditions for the performance of the contract:
a/winter season:
— from an hour 6:00 – 18:00 A minimum of one employee will be a qualified physical security officer
b/during the winter and summer seasons in field patrols, a minimum of one employee will be a qualified physical security officer.
Qualified physical security personnel will be equipped with means of direct coercion (cuffs, truncheons, gas weapons).
C/in intervention group (I. pt. 3 siwz) at least one employee will be a qualified physical security officer.
The contractor will equip the security staff with the necessary means for the proper performance of the task, i.e. in particular:
— in a suitable loose garment adapted to the prevailing weather conditions and displaying a visible identification mark
a worker as a security guard,
— efficient means of direct communication,
(24) Employees possessing:
— the certificate of registration on the list of qualified security guards must have a minimum of one year’s length of service,
— intervention group staff – at least one worker holding a certificate of entry on the list of qualified security guards must
have a minimum of two years’ seniority in this field and experience in carrying out interventions.
(25) The Contractor shall assign to the performance of this contract only staff whose list (table constituting Annex 4 to the contract)
they break down as follows:
— workers holding certificates of enrolment on the list of qualified physical security personnel
— the non-qualified security guards remaining, together with their length of service, will be presented to the Contracting Authority before the contract is signed.
The Contractor shall make available to the Contracting Authority for inspection the certificates of entry on the list of qualified physical protection personnel issued to persons assigned to perform the contract (in the list), together with the staff’s written consent to make available the personal data contained in the certificate.
(26) The Contractor will be obliged each time before carrying out the planned
changes in staffing, provide the Contracting Authority with information on the changes and the certificate, together with authorisation to make the data available (for new staff if the changes concern staff with the above-mentioned powers), in accordance with the guidelines described in point. 24.
The contracting authority has the right to verify a new employee at a security post in the Zoological Garden if this would result in non-compliance with
the conditions set out in the tender specifications.
(27) The Contractor will designate a security manager who will supervise the provision of the service, with at least five years’ experience in leading a team of physical security staff.
(28) Protection will be provided in accordance with a schedule drawn up by
Contractor for a given month, sent in.pdf format at least 3 working days before the start of the following month, to the address(es) indicated

(29)The contracting authority reserves the right to agree on changes to the schedule in agreement with the Contractor if it is necessary to increase the staffing capacity on a specific date and place and to reduce the staffing on a different date and place. Changes will be settled on a monthly basis.
(30) The Contractor will be required to keep on-call books – the main gate+patrol, the economic gate, the seasonal lateral gate (Golden), where all events will be recorded and observed during the change of irregularity. The Contracting Authority’s staff listed in Annex 3 of the contract will be authorised to consult the Books.
(31) The following data will be included in the stand-by book of the Contractor’s Directorate’s premises in order to prove that the contract has been performed correctly in respect of the staff status:
(a) a list of the employees of each change, together with the identification of the change worker holding a qualified protection guard certificate
physical (K) and Change Commander (D)
(b) in the event of contingencies requiring security of change by persons not included in the list of employees in accordance with paragraph. 25),
this will be recorded in the system: surname and first name of the staff member of the change according to schedule – surname and first name of the replacement employee, together with
indication of entitlements (K) if the change concerns workers who should be registered on the list of qualified security guards
physical.
The contracting authority reserves the right to verify the records with the personal status of the change in question.
(C) Form of notification in random, urgent cases: of the need for replacement, the Contracting Authority shall accept notification by SMS by the Security Manager to the telephone number indicated before the start of the change in the layout: the name and first name of the staff member who should serve according to the schedule, the name and first name of the replacement staff member, together with an indication of the entitlements, if the replacement concerns employees who should be registered on the list of qualified physical security staff (K). Notification by SMS shall not release the Contractor from recording this fact in the on-call book, in accordance with point (b).
The contracting authority reserves the right to request documents justifying the need for replacement (e.g. request for leave on demand, sick leave starting on the date of scheduled service, etc.)
(32) The Contractor declares that he will keep secret, both during the duration of the contract and thereafter, any information relating to the security situation of the site protected under the contract.
(33) The contracting authority informs that, due to investment and renovation projects, traffic at the economic gate may be subject to a period of time.

(34) In matters relating to the day-to-day operation of the Garden, authorised staff of the ZOO, i.e. The Director, Deputy Director or on public holidays the On-call Coordinator may issue instructions in person or by telephone to the change commander. This instruction and its method of execution shall be recorded and confirmed in the roster as soon as possible by the commander of the change.
Other ZOO employees included in the list of persons (Annex 3 to the Agreement) may submit changes to the remarks and reservations to the commander. II. Detailed scope of activities
1.1. Kasa Główna Building – Grama Main Building (fixed form):
a/. checking the condition and number of keys,
b/. keeping records of issuing and accepting keys from buildings to persons
entitled with a written, legible acknowledgement of receipt and return
c/. inspection of individual employee electronic cards, including periodic checks on the contents of baggage and packets,
D/. keeping entry-exit records of interested parties and staff, issuing passes and sending to the relevant organisational units – passes
must be stamped and signed by an authorised person on return,
e/records of entry and exit of vehicles,
F/. returning access badges to the Administration Unit at least once a month,
g/. vigorous response in the event of disturbances and devastation by visitors and staff,
H/. immediate notification to his superiors and to the management of the garden in accordance with the list set out in Annex 3 to the Agreement of accidents and other events likely to cause damage to property or to a person,
I/. in specific cases, especially in the case of increased visitor traffic, assistance with ticket control and delivery of trucks,
J/. manual snowing and sanding of the entrances to the building and the terrain around the breeches and cash boxes,
1.2. Balloon (Golden) – (permanent) during the summer period,
a/. keeping entry-exit records of interested parties and employees;
periodic checks on the contents of luggage and packages of staff,
b/.issuance of passes and referral to the relevant organisational units – the badge on return should be stamped and signed by
authorised person, returning access badges to the Administration Unit at least once a month,
c/. vigorous response in cases of disturbance or devastation, etc. by visitors and staff,

e/. opening and closing the gateway;
F/. in specific cases, in particular with increased visitor traffic, assistance with ticket control and the supply of trucks.
1.3. Economic Gateway (permanent during opening hours of the Garden)
a/.registration of all vehicles entering and leaving the premises of the CAO on the basis of permanent or periodic passes
issued by ZOO;
b/. issue of one-off passes on printed matter supplied by the Contracting Authority for the entry of interested parties to the relevant organisational units
— the badge on return must be stamped and signed by the authorised person, returning the badges to the Administration Unit at least 1
once a month,
C/. inspection of vans entering and leaving the Zoological Garden, in particular the type of cargo carried,
periodic checks on cars of private employees (food, garden materials) and luggage, at the request of the Contracting Authority, and
packs,
e/. inspection of individual employee electronic cards, including periodic checks on the contents of baggage and packets,
F/. issuing and keeping records of downloaded keys stored in the Economic Brotherhood,
g/. After closure of the economic gateway, patrolling the premises: workshop, warehouse, technical building with quarantine,
winter bird shelters, cloakrooms and outpatients,
H/. immediate notification of their superiors and the management of the garden in accordance with the list set out in Annex 3 to the agreement on accidents that have occurred
and other events liable to cause damage to property and/or to a person,
I/. manual snowing and sanding of ramp and terrain,
J/. immediately inform about the entry of cars or entry into the PC without an appropriate pass.
1.4. Directorate building (permanent)
a/. checks on persons entering the building, checking passes issued at the gates,
b/. issuing and keeping records of downloaded keys held in the Directorate’s building,
c/. enforcement of parking in designated areas,
D/. external inspection of the weapons warehouse,
e/. control of the closure of rooms and windows after staff have left the building,
F/. immediately inform his superiors and the management of the garden in accordance with the list set out in Annex 3 to the agreement on accidents that have occurred
and other events likely to cause damage to property and/or to a person.
g/. manual snowing and sanding of the site at the entrances.
1.5. The field patrol will be responsible for:
a/. checking that visitors, staff and third parties have left the site after the scheduled closure time of the Garden, and informing
the need for third parties and visitors to leave the Garden area and, if necessary, to move away from the Garden,
b/. checking the security and closure of buildings and pavilions with animals and farm rooms (doors not closed, windows, no
lights extinguished) as well as checking lighting, with twilight switched on and off at the fume of the exterior illumination at the HSC buildings, general
inspection of external closures of sub-letters of kiosks and pavilions
c/. closing toilets accessible to the public after the visitor has left the site and opening them before the opening of the CE,
D/. checking the condition of fences and gates for animals and the external fencing,
e/. Failure to allow and prevent unauthorised stay in the Garden during and outside opening hours without
a valid entry ticket or pass.
F/. preventing visitors from feeding animals, paying special attention to ensuring that visitors do not exceed barriers to enclosures, aubergers, etc.
g/.immediate notification to his superiors and to the management of the garden in accordance with the list set out in Annex 3 to the agreement on accidents that have occurred
and other events liable to cause damage to property and/or to a person,
h/. Tackling attempts to steal or devastate protected property
I/. continually cultivating the protected site according to changing routes and taking direct action in a lawful manner,
in the event of external interference threatening destruction, theft or other damage to protected property, including the detention of the offender
a possible threat and transfer it to the police officers requested
J/. taking action to intervene in the event of disturbances on the site of a protected site,
k/. notifying law enforcement authorities in the event of theft or devastation of property,
L/. securing the place of theft (other event) until the arrival of the Police or authorised services,
m/. in the event of a risk of fire, immediate reaction in accordance with the instructions for fires,
N/. monitor the behaviour of staff, third parties and visitors in the Garden with regard to compliance with the applicable regulations and prohibitions, and immediately inform the designated staff member of the Garden of irregularities and react vigorously to breaches of the provisions of the CPR.
