Framework agreement for the purchase of water and sewage materials for Notodden municipality.
The procurement is for a framework agreement with several tenderers for the delivery of water and sewage materials for all of the municipality ́s ongoing needs connected to maintenance and unforeseen repairs, as well as projects under their own auspices. The procurement of water and sewage materials is estimated to approx. NOK 1,500,000 per annum, but it can vary from year to year and the contract period will depend, among other things, on the contracting authority ́s needs, activities, budgetary situation and other framework factors. The estimated volume is not binding for the contracting authority. The maximum value for the entire contract period, including any options and expected price rise: NOK 12,000,000,-. The contracting authority will announce mini competitions for projects over NOK 500,000 excluding VAT. The framework agreement will be valid from the date both parties have signed the contract and it will be valid for 2 years. The contracting authority has a unilateral option to extend the contract for 1+1+1+1 years on verbatim terms, so that the total contract length including options is 6 years. The option will be taken up automatically unless written notification is sent at least 1 month before the current contract period expires. The contract will end automatically when the contract period including options is finished. A comprehensive description of the delivery is in the requirement specifications and annexes.

Description: PPR § 7-9 (4) states that the award criteria in accordance with the second and third paragraphs can be replaced with climate and environmental requirements in the requirement specifications, if it is clear that this provides a better climate and environmental effect and this is justified in the procurement documents. After an assessment, we have concluded that it is most appropriate for this procurement to combine the weighting of the award criteria with requirements in the requirement specifications. This gives good minimum requirements for climate and the environment and gives an incentive to fulfil the service providers.
