Voluntary transparency printing and distribution Stadskrant
Pursuant to Articles 4.15 and 4.16 of the Procurement Act 2012, the municipality of The Hague intends to conclude an agreement with Rodi West Media B.V. for the printing and distribution of the Stadskrant. Rodi West Media B.V. is the only market party that has responded to the market consultation carried out and is able to carry out the assignment. The contract shall include: Printing the City Newspaper; Door-to-door distribution; The loose distribution at approximately 150 locations in The Hague (such as libraries, district offices and community centres). The municipality of The Hague delivers the fully formatted Stadskrant digitally to the printer. Rodi West Media B.V. then takes care of the printing, folding and cutting of the Stadskrant as a removable attachment to Het Nieuwsblad Den Haag/De Scheveninger and takes care of the distribution. This combined approach is demonstrably more efficient and effective than the separate procurement of printed matter and distribution. The agreement runs until 1 January 2026. Agreement The agreement to be concluded shall contain the following provisions: Duration: up to four (4) years; Estimated order value: € 1,151,028 excluding VAT for the entire term, excluding indexation; Frequency of distribution: Dissemination once every four weeks; No distribution during the summer and Christmas holidays (two editions per year expire); A total of approximately twelve (12) editions per year; The number of pages per edition may vary. Note: The total order value may vary depending on the number of pages per edition and the frequency. Reason for placing the contract on the market as a whole The contract is tendered as a single integrated whole because of the close connection between the printing and distribution components. A split would lead to inefficiency and an increased risk of delay in the production and distribution process. When one party is responsible for both printing and distribution, both processes can be optimally coordinated. As a result, the tight schedule – delivery on Thursday, delivery on the following Wednesday – can be reliably met, and the continuity of the Stadskrant is guaranteed. Reason for voluntary transparency (pre-announcement) The Municipality of The Hague applies a voluntary transparency procedure (pre-announcement) prior to the conclusion of the agreement. The reasons for this are as follows: 1. Objectively demonstrable lack of competition a. The market consultation of March 2025 shows that only one market party, Rodi West Media B.V., has actually shown interest and is able to carry out the contract. b. Other parties approached (including Den Heijer and Brückel) have not responded or do not have the required combined printing and distribution capacity within the region of The Hague. 2. Technical and logistical reasons a. The assignment requires an integrated approach in which pressure and distribution must be compatible within a six-day cycle. b. Rodi West Media B.V. is the only market party that has: The required pressure capacity; A distribution network linked to its own door-to-door magazine (Het Nieuwsblad Den Haag/De Scheveninger); The logistic infrastructure to achieve the desired rhythm and range. 3. No artificial restriction of competition a. The municipality of The Hague has approached the market broadly and transparently through a public market consultation and additional telephone outreach to three market parties. b. The choice of one provider is based on objective technical and logistical criteria, not on a supplier-specific specification. 4. Necessity requirement and lack of reasonable alternative a. The bundling of printed matter and distribution is necessary to ensure the desired quality and delivery reliability. b. There are no reasonable alternatives, as no other party has: A door-to-door sheet with similar regional coverage; A distribution platform in combination with De Scheveninger; The required printing and distribution capacity within the requested period. On the basis of those circumstances, the Municipality of The Hague may rely on Article 2.32(1)(b)(2) of the Procurement Act 2012: ‘In the absence of competition for technical reasons.’ Objection and time limit This notice serves to give advance notice of the intended choice of procedure, so that interested parties have the opportunity to raise any objections. If, despite the above reasoning, interested parties wish to object to the proposed choice of procedure, they must do so in writing via Mercell within twenty (20) calendar days of the publication of this notice. The municipality of The Hague will include any objections in its final assessment. If no objection is received within that period, the right of undertakings to challenge the proposed award shall lapse. At the end of this period, the municipality of The Hague is entitled to conclude the agreement with Rodi West Media B.V.
