The understanding by the Candidate Contractor of the project environment, specifically the stakeholders, beneficiaries, factors that may hinder or accelerate the procedures, and especially the measures that will be taken to leverage stakeholder dynamics for the benefit of the project. The clarity and completeness of the Contractor’s offer regarding the project’s scope and requirements. A.2 Methodological Approach to Project Implementation The clarity and completeness of the analysis of the services offered by the Candidate Contractor. The rational breakdown of the project’s scope into Work Packages and sub-activities, considering the physical object and the implementation timeline. The organization of services into Work Packages, in relation to the proposed methodology, the realism of the approach, and the comprehensive understanding of the project by the Candidate Contractor. The analysis, structure, and organization of the services offered. A.3 Planning of Provided Services The realism and justification of the project’s implementation timeline. The detailed depiction of the implementation schedule, including clearly marked milestones and deliverables. The realistic planning of the Candidate Contractor’s services based on the operational requirements of the project. The realistic estimation of the temporal and procedural sequences among the sub-activities, ensuring the timely delivery of all project deliverables. Group B – Project Management Structure B.1 Structure & Organization of the Project Team The proposed structure and organization of the Project Team. Workflow and coordination between the different specialized sub-teams. The extent to which the duties of the team members meet the project’s needs. The suitability/compatibility of the team’s structure, organization, and operation with the overall management framework (project environment, involved entities). B.2 Communication Plan The proposed methodology for establishing an adequate system of communication and coordination among all involved parties. The effectiveness of the communication and collaboration system between the Project Team and the relevant departments and officials of the Contracting Authority, as well as other entities involved in project implementation. 2.3.2 Scoring and Ranking of Bids Each evaluation criterion is scored from 100 points, where all terms of the technical specifications are exactly met, and up to 150 points where the requirements are exceeded. Each criterion is scored independently based on the contents of the bid. The weighted score of each criterion is calculated as the product of its weighting factor and its score. The overall technical score of the offer is the sum of the weighted scores of all criteria. The overall technical score is calculated with the formula: TA = Σ1 x K1 + Σ2 x K2 + ... + Σν x Kν, where: TA = total technical score of the bidder's offer Kν = score of criterion ν Σν = weighting factor of criterion ν Offers with a score lower than 100 for any criterion (i.e., that do not meet or significantly deviate from the technical specifications) shall be rejected. The most economically advantageous tender is the one with the highest final evaluation score (Ti), calculated with the following formula: Ti = 80 × (TAi / TAmax) + 20 × (OPmin / OPi) Where: Ti = final evaluation score of offer i (rounded to two decimal places) TAi = technical score of offer i TAmax = highest technical score among all offers OPmin = lowest financial offer submitted OPi = financial offer of offer i
