Description

The contract to be put out to tender, as described in the selection document and the documents (GSSO) and (GSO), concerns the Agile software development for the Technical Pilot VCM project.
In summary, the Technical Pilot VCM project is being launched at the Rijkswaterstaat Centrale Informatievoorziening (RWS-CIV) in order to develop a temporary shipping management centre and to support various trials. The project covers several work packages, including networking facilities, workplaces and Agile software development.
This invitation to tender concerns the contract within the Agile software development work package.
The sub-products of this contract are:
1. Object Data Services (ODS), as a system that unlocks process information from selected objects to the Trajectplanner.
2. Trajectplanner (TP), as a system that calculates and communicates vessel trajectory forecasts in conjunction. The calculation of trajectory forecasts shall use strategic traffic information, information from ODS and historical data servers (HDS). Communication towards vessels is carried out, inter alia, through the Traffic Information Services (TIS) application to be developed.
3. Generic GUI, as a universal user interface for traffic management, in particular for corridor management tasks of Operational Network Management (onm) and Object Planning (OP) newly defined by VWM.
These sub-products are seen as a single software development package because:
— the final product 1 is logical to support the corridor management process. The dependence and coherence of the new products to be developed is very high, in particular the interfaces on main lines are defined and should be created in detail between the products;
— Agile software development is applied within the iterations. The iteration examines research issues on 1 or more defined products, where it is necessary for the performance of 1 contractor to function as software builder and integrator.
