Description

El objeto del Pliego es que la Dirección General del Agua promueva la utilización de embalses existentes para el desarrollo de nueva capacidad de Almacenamiento Hidráulico de Energía por suponer una eficiencia básica en el rendimiento de la instalación por el menor capital necesario para su construcción. La utilización de infraestructuras existentes, además de permitir una disminución de la inversión en nuevas instalaciones de almacenamiento, limitan el impacto ambiental asociado de una manera muy importante. En el marco normativo actual existen importantes barreras normativas y administrativas que impiden el desarrollo de nuevas centrales hidroeléctricas reversibles con claras ventajas competitivas por aportar un mayor valor al sector eléctrico y tener un menor coste unitario. Resulta necesario establecer medidas que hagan compatible nuevas instalaciones de almacenamiento con aprovechamientos hidroeléctricos ya concedidos por lo que el contrato precisa del estudio jurídico de propuestas de reformas normativa en agua y energía para salvar las barreras administrativas y normativas existentes.
