Description

1. The subject of the contract is the winter maintenance of municipal roads, sidewalks, pedestrian routes, stairs and a square in the city and municipality of Wieliczka in the winter season 2024/2025. The detailed scope of winter maintenance of roads, sidewalks, pedestrian routes, stairs and the square in the City and Commune of Wieliczka 2024/2025 is described in Annex E to the Invitation. CPV Common Public Procurement Vocabulary: 90620000-9 - Snow removal services 90630000-2 - Icing removal services 90611000-3 - Street cleaning services 2. The winter maintenance will cover roads, streets, sidewalks, pedestrian routes and stairs of the following total length: - roads: 48 797 m, - pavements and pedestrian routes: 7 090 m, - stairs and square: 2 207 m2. Much of the municipal roads in the Wieliczka Commune are located in hilly terrain. 3. The contracting authority distinguishes the following method of performance of the subject of the contract: 3.1) Day duty (passive duty) – the Contractor’s task is to observe weather conditions, bypass roads, sidewalks, pedestrian routes, stairs and the square – the equipment does not work on the roads. The contracting authority provides for 70 stand-by duties to be carried out during the performance of the contract for each part of the contract. 3.2) Daily operation (active duty) – from the moment the Contractor identifies bad weather conditions (or at the request of the Ordering Party) carrying out activities related to snow removal, removal of ice, sprinkling roads, sidewalks, pedestrian routes, stairs and the square. The Contracting Authority provides for 60 on-call duties to be carried out during the performance of the contract for each part of the contract. 3.3) The daily action (active duty) will be carried out from 00:00 on the first day to 00:00 on the next day. 3.4) Start of winter maintenance: 24-hour duty (passive duty) or 24-hour duty (active duty) shall be appointed by the authorised representative of the Ordering Party 4 hours in advance. The appointment will be made by phone or via SMS. (Announcement may be subject to change if the time in the offer is shortened.) 3.5) In the event of stabilization of weather conditions that do not require work, the Ordering Party has the right to suspend activities related to winter maintenance and for this period is not entitled to remuneration. An authorised representative of the Municipal Road Administration in Wieliczka may suspend daily duty. Suspension of on-call time will take place 4 hours in advance by phone or SMS. Recommencement of winter maintenance (daily duty (passive duty) or daily operation (active duty)) after their suspension takes place in accordance with the rules set out in point 3.3.4). The Contractor is obliged to reach full readiness for work within a maximum of 4 hours and start (start) winter maintenance (daily duty (passive duty) or daily action (active duty)). (The beginning of winter road maintenance may change if the time given in the offer is shortened.) 3.6) Shortening the start time (starting) of the daily action (active duty) to 1 hour from the moment of notification to the Contractor by the authorized representative of the Ordering Party by phone or SMS, will be subject to negotiations. The Contractor is obliged to immediately notify the Ordering Party about the actual start of the daily action (active duty) by phone or SMS. In the event of non-compliance by the Contractor with the declared shortening of the start of the daily action (active duty) to 1 hour from the moment of notification to the Contractor by the authorized representative of the Ordering Party by phone or via SMS, the Contractor will be charged a penalty of PLN 200 gross for each non-compliance with the shortening of the start of the daily action (active duty). Shortening the start time (starting) of the daily action (active duty) to 2 hours from the moment of notification to the Contractor by the authorized representative of the Ordering Party by phone or SMS, will be subject to negotiations. The Contractor is obliged to immediately notify the Ordering Party about the actual start of the daily action (active duty) by phone or SMS. In the event of non-compliance by the Contractor with the declared shortening of the start of the daily action (active duty) to 2 hours from the moment of notification to the Contractor by the authorized representative of the Ordering Party by phone or via SMS, the Contractor will be charged a penalty of PLN 200 gross for each non-compliance with the shortening of the start of the daily action (active duty).
