Description

The contracting authority estimates the consultancy needs at around 400 days spread out in a non-uniform manner over the four years of the duration of the contract: in some years, the number of days ordered may be low or even zero, while in other years it may be significantly higher. In addition, the indicative quantity of 400 days could, at the end of the contract, either not be reached or be exceeded within the limit of the maximum legally authorised order amount. This variability is explained by possible fluctuations in needs as legislative and technological provisions evolve. In addition, the Province of Hainaut plans to replace its Human Resources management solution. Depending on the outcome of the procurement procedure and the solution chosen, the volume of services ordered under this contract could also be significantly impacted. Finally, it is specified that the contract can be terminated each year on its anniversary date. Tenderers must take all these factors into account when setting their unit prices. No compensation or compensation may be claimed in the event that the estimated quantities are only partially consumed at the time of termination of the contract, irrespective of the level of consumption achieved.
