Description

The Norwegian Defence Estates Agency invites tenderers to submit tenders in a negotiated procedure (two stage procedures), for the following services/projects: Framework agreement for construction management and SHA-coordination, for projects in Ramsund and Trondenes.The Norwegian Defence Estates Agency shall, in the period 2025 to 2032, carry out a series of projects that include renovation and new construction of quays with the accompanying infrastructure, construction and renovation of buildings in different categories. The establishment of roads and infrastructure, site development and mass handling etc. Planned projects will mostly be carried out as execution contracts, but also turnkey contracts and any other contract forms are relevant. This framework agreement shall contribute to cover the contracting authority ́s need for construction management and SHA Coordination with the execution of the projects and assistance is required for the following locations: - Main location for executing personnel: Ramsund, in Tjeldsund municipality.- Secondary location for executing personnel: Trondenes, in Harstad municipality It is anticipated that approx. 90% of all assignments shall be carried out in Ramsund, in Tjeldsund municipality. Resources shall be offered for construction management and SHA-coordination that shall cover The Norwegian Defence Estates Agency ́s total need for assistance with the execution of the projects. The delivery in the framework agreement will include various roles within construction management (main construction manager, technical construction manager, builder ombudsman) and safeguarding the builder ́s responsibility for coordination in the execution phase in accordance with the builder regulations (Coordinator execution). The delivery will be included in the projects from the contracting phase to the completion of contracts/projects. Several resources shall be provided within the necessary disciplines and based on current plans it is anticipated that the total need will be: Construction management: Main Construction Manager - 2-4 units. Technical Construction Manager Construction - 1-3 units. Technical construction manager EL - 1-3 units. Technical construction manager water and sewage/HVAC - 1-3 units. Concrete Technical Construction Manager - 1-3 units. SHA Coordinator: SHA Coordinator - 2-4 units. Tenderers shall provide resources for all of the categories. One of the technical construction managers shall be able to refer to experience as ITB responsible, and have this role as needed in the execution. The estimated extent and length of the delivery, including options, is NOK 125 million. The estimated value of the framework agreement is NOK 175 million excluding VAT. This is an upper ceiling, cf. the ECJ ́s decision in C-216/17. The estimate is subject to uncertainty, as the number of planned projects in the area may change. Work in the contract will be paid in accordance with the elapsed time, possibly a fixed price in accordance with curant needs. The estimated length of the work will be from Q4 2025 to Q4 2032, provided that the execution of projects is anticipated. Instalments and requirements for resources will vary during the lifetime of the contract. It is anticipated that the majority of assignments will be carried out in the period 2027 - 2029. Prequalified tenderers will get in-depth information on this at the information meeting in connection with the competition phase. Security and localisationThe necessary security agreements shall be entered into with a tenderer for the execution of the assignment, including a data processing agreement. All resources shall be able to be security cleared and authorised to level SECRET/NATO SECRET. The work place for resources will be at Forsvarsbygg ́s premises in Ramsund, in Tjeldsund municipality, possibly. Trondenes, in Harstad municipality if the assignment warrants this. Travel costs/travel time, diet and diet are not covered in connection with attendance in Ramsund or Trondenes. The elapsed time will be calculated from the attendance in Ramsund, or at the gate at Trondenes and covered in accordance with the hourly rates stated by the tenderer/e in connection with the tender invitation. The projects and expected deliveries from resources within Construction Management and SHA Coordinator will be further described in the tender documentation part III upon tender invitation, as well as in the information meeting that will be carried out with qualified tenderers. The contracting authority reserves the right to cancel the competition if there is a justifiable reason, e.g. if planned financing is withdrawn or lacks approval from political or military quarters. The Norwegian Defence Estates Agency can also always have framework agreements that completely or partly overlap with this agreement. Separate framework agreements have been established for engineering design services/engineering design group, as well as project support. Individual tenderers are encouraged to assess whether there is a conflict of interest with the existing contracts for the location before any qualification request/tender offer is submitted. The main user of this agreement is Prosjekt og Utvikling (PoU). Other departments in the Norwegian Defence Estates Agency can also use the contract as agreed with the contract owner.
