Description

On behalf of the Lord Mayor, executive examinations were regularly held in the state capital of Potsdam (LHP) between 2022 and 2024, in which the business and department heads took part in addition to the Lord Mayor. The objectives of these exams were a content-related examination of LHP-wide projects and projects as well as the necessary understanding of a common understanding of leadership and responsibility of the top management. Specifically, the exams worked with the "Spiral Dynamics" model, on the basis of which a leadership culture target image was developed. This is intended to support managers in implementing the ongoing and planned LHP-wide change measures in a targeted and efficient manner and to transfer them into everyday work in line with the company's strategic goals. The results developed here are now to be translated into a comprehensive change process that combines the three strategic strands "Transformation of administrative work" (see Annex 2 to the specifications "Designing and managing Potsdam smart"), "Strategic governance" (implementation of the overall urban strategy cycle and overarching policy objectives) and "Sustainable performance" (sustainable budgeting).
