Support to European Guarantee for Renewable Energy (EGRE) - Transaction Advisory Services Consultant

EGRE is a European platform of collaboration for guarantees for sustainable energy projects jointly proposed by the EIB, AFD, CDP and KfW. The EGRE Platform comprises several financial instruments with the common objective of providing credit enhancement solutions, which contribute to the promotion of private sector investments in the renewable energy sector in Africa. In addition to the financial instruments, the EGRE Platform contains a technical assistance component aimed at supporting the deployment of related guarantees. Under this EIB EGRE TA programme, the objective is to support public authorities in the Pilot Countries to prepare new RE generation projects as IPPs and enhance the bankability of the Pilot Projects though mobilizing the financial instruments included in the EGRE Platform. The Contracting Authority intends to select a Transaction Advisory Services Provider (the “TAS Consultant”) to support the development and implementation of the Projects in two Pilot Countries. One of these Pilot Countries should be Kenya while the other will be confirmed during the second phase of the procurement process. The TAS Consultant will support the delivery of the overall EIB EGRE TA programme which is the implementation of: a) At least four new RE utility-scale, grid connected projects, bankable via project finance schemes, in the Pilot Countries (two Projects per country), procured through an open, transparent, and competitive bidding process, following an IPP model. b) A set of standardised project documents and agreements, including for the definition of the PPP/IPP procurement process, which can be replicated by the Contracting Authority in similar IPP programmes in other SSA markets and by Pilot Countries for subsequent projects. In particular, the TAS Consultant will lead in the identification, selection, preparation, procurement, negotiation and support the project implementation, in accordance with international best practices and EIB standards.
