The object of the contract is the supply and installation of a brackish water desalination unit with the ability to produce 2.000m3 of drinking water per day in containers or other types with all accompanying projects fully installed and connected to the water supply and distribution networks, as well as the provision of operation and maintenance services of the unit. More specifically, the subject of the contract concerns: A. FULL BLACK WATER TREATMENT SYSTEM • Conductor of suitable diameter from HDPE and length about 520m, transfer of raw water from the existing pumping station A/S1, to the Desalination Unit. • Remaining of brackish water in a prefabricated storage - balancing tank of a minimum volume of 250m3 placed on a concrete slab and feeding a reverse osmosis unit through centrifugal pumps (100% installed reserve). • Disinfection. • Pumping brackish water from the tank. • Filtering in multiple layers of sand. • Dechlorination. • Add anti-salting agent. • Filter by cartridge filter. • High pressure pumping. • Desalination with reverse osmosis. • Removal of almosphere through a tank of appropriate volume, brine pumping station and pipeline of appropriate diameter from HDPE and length of approximately 1,500m to the charging shaft of the subsea pipeline of the WWTP of Nea Moudania. If the outlet pressure from the desalination plant is sufficient, disposal may be carried out directly, without an intermediate tank and pumps. • Removal of sediment from filter rinses and membrane cleaning and storage in a tank of appropriate volume. They will be transported by tankers, with a permit for the transport of non-hazardous waste to a licensed WWTP of the Municipality of Propontis. • Mixing with pre-treated water to increase hardness, alkalinity. • Add soda to correct pH if needed. • Metachlorination. • Storage of drinking water in a prefabricated tank of a minimum volume of 30m3 placed on a concrete slab and pumping well and depression towards the existing Central New Moudania Tank through the existing pipeline. • Measurement of the flow rate of the unit's power supply, purified treated water and algal current. • Required pipes, valves, connections, etc. • Configuration of the surrounding area (fencing, asphalt paving, electric lighting). • Required implementation studies. • Six-month trial run. B. FUNCTIONING AND MAINTENANCE OF THE ABOVE FOR FIVE (5) YEARS This object concerns the operation and maintenance of the desalination unit and the cost of all interventions for their uninterrupted operation (repairs, chemicals, spare parts consumables, replacement units) at a fixed price for five years by the Contractor after the completion of the construction works and the trial operation. For the maintenance and operation time of the desalination plant, there is the possibility of extending the contract (Option) for another five (5) years unilaterally by the Municipality of Nea Propontis (with staff, chemicals, spare parts and consumables from the Contractor). Throughout the operation of the desalination unit, the Contractor is obliged to operate and maintain the unit always following the technical specifications and operating instructions of the manufacturers of all parts that make up it. The Contractor is obliged to deliver a Technical Manual to the Municipality of Nea Propontida for the operation and maintenance of the unit and to train the staff of the Municipality in order to operate the unit when the time for operation and maintenance by the Contractor has elapsed. This manual will also be checked by the service during the performance of the contract by the Contractor. Budgeted price for the operation of the desalination plant and the disposal of treated drinking water in the Municipality of Nea Propontida (for five years) is €480.000,00 (excluding VAT). This price includes all costs of the Contractor, as well as his profit, while it does not include the cost of electricity consumption of water treatment and generally the cost of electricity operation of desalination. If the option is not exercised, the Municipality of Nea Propontida will operate the desalination plant with its staff or entrust the operation of the plant to another economic operator.
