pour cette consultation, est constitué un groupement de commandes regroupant la Ville de Saint-Étienne et Saint-Étienne Métropole conformément aux articles L2113-6 à L2113-7 du Code de la commande publique. La Ville de Saint-Étienne, en sa qualité de coordonnateur, assure l'organisation de la procédure, signe et notifie les contrats pour l'ensemble des membres.Les fournitures feront l'objet d'un accord-cadre à marchés subséquents multi-attributaires avec au maximum 4 titulaires sans minimum et avec un maximum de 4 090 000 litres sur la durée totale du contrat, tous membres du groupement confondus, en application des articles R2162-2 al 1, R2162-4 2° et R2162-7 à R2162-12 du Code
