Description

The municipality of Lem (hereinafter also referred to as ‘the client’ or ‘the contracting entity’) invites tenders for HR and payroll services (hereinafter referred to as ‘the service’) in accordance with this invitation to tender and the documents accompanying it. At the same time as HR and payroll services, the procurement of financial administration services for the municipality of Lemi will also be put out to tender. The tenderer may participate in both tenders and be selected as a supplier in both tenders. The whole has been taken into account in the calculation of the estimated total value of the contract. The objective of the procurement is to purchase, on the basis of competitive tendering, a comprehensive HR and payroll administration service that includes the necessary systems and data transfers and in which the service provider provides the municipality with the following services in the field of HR and payroll administration in a comprehensive manner: 1 PALKKAHALLINTO 1.1 HR-JÄRJESTELMÄ, PALKANLASKENTA JA RAPORTOINTI • HR-järjestelmä, jossa luodaan työsopimukset ja virkamääräykset sekä käsitellään ja lasketaan kattavasti muun muassa lomat, poissaolot, matkanhallinta, palkkiot (esim. kokouspalkkiot) ja kulukorvaukset • KVTES, OVTES, TS mukaiset laskennat • Lomapalkkojen laskenta ja vuosilomapäivien seuranta • Palkkalisien laskenta • Palkkausperusterekisterin ylläpito • Henkilöstötilinpäätös yhteistyössä Lemin kunnan Talousasiantuntijan kanssa • Palkkoihin liittyvät hakemukset (koulutuskorvaukset, Kela, vakuutusyhtiöt) • Palkkoihin liittyvät täsmäytykset • Tarvittavien integraatioiden toteuttaminen palkkahallinnosta 1.2 PALKKAPALVELUIDEN PÄÄKÄYTTÄJYYS PALVELUNTUOTTAJALLA • Kunnalle katselu- ja käyttöoikeudet palveluihin Kilpailutuksen perusteella Tilaaja valitsee yhden (1) palveluntuottajan, jonka kanssa tilaaja tekee sopimuksen.
