Description

The framework agreement covers the supply of automotive fuels: -Euro 5 bulk engine for fuelling a fuel tank with a capacity of 9000 litres and -Standard petrol COR 95 bulk, for fuelling a fuel tank with a capacity of 400 litres, for vehicles and machinery equipped with the Service for Maintenance Works within the Technical and Public Works Directorate of Braila County Council, for a period of 36 months from the signing of the framework agreement. The supply will be made to the buyer's tanks located in IANCA, Str. School, No. 2A, BRAILA County. Full details of the products covered by this procurement can be found in the tender specifications, which form an integral part of the tender documentation. The number of days until which clarifications can be requested before the deadline for submission of tenders is 16 days. The contracting authority will respond (through the consolidated reply) in a clear and complete manner to all requests for clarifications and requests for additional information received from interested economic operators at the latest on the 11th day before the closing date for the submission of tenders. The time limit for receipt of tenders shall be indicated in the contract notice. The deadline for replying to clarifications does not affect the right of interested economic operators to submit requests for clarification throughout the period between the publication of the contract notice and the deadline for submitting requests for clarification: 16 calendar days before the deadline for receipt of tenders set by the contracting authority. Since the contracting authority has the obligation to respond clearly and completely to all requests for clarifications, it must allow itself a reasonable period of time to analyse the requests for clarifications and formulate its replies. Thus, it will respond to all requests for clarifications sent by economic operators by the deadline of 11 calendar days before the deadline for submission of tenders. In accordance with Article 160 of Law No 98/2016, as amended, the contracting authority’s obligation to respond to requests for clarifications is subject to the submission of requests for clarification within the time limit imposed by the tender documentation, account being taken in this case of the time limit indicated in I.3.
