The subject-matter of the contract is the service of checking tickets on the trains of Warsaw Transport Railway, together with the recovery of toll charges and additional charges imposed.
The scope of the contract shall cover in particular:
(1) carrying out checks on tickets for the transport of passengers, luggage and animals on WKD trains running in accordance with the timetable in force – the check will be carried out on the basis of a schedule drawn up by the Contractor but agreed and approved by the Contracting Authority’s representative;
(2) carrying out checks certifying entitlement to reduced free journeys, in accordance with the general provisions and the Contracting Authority’s internal acts and rules;
(3) drawing up and printing payment notices and updating them formally and legally;
(4) conducting an appeal against the additional charges imposed;
(5) draw up a timetable for the audit and agree its content with the Contracting Authority;
(6) notifying the law enforcement authorities (protection, police) of any case of conduct found to be detrimental to the Contracting Authority during the inspection;
(7) summon police authorities, e.g. the police, to establish the personal data of travellers who refuse to present an identity document;
(8) informing the driver of abnormalities and observed occurrences affecting driving safety;
(9) inform the Contracting Authority in writing of any cases of falsification of tickets and fraud by passengers;
(10) responding to complaints and complaints from passengers about the charges imposed and the checks carried out;
(11) forwarding monthly written information to the Contracting Authority on the state of the criminal threat on WKD trains;
(12) the recovery of unpaid debts due to travellers’ failure to comply with their obligation to pay the amount due, infringements of the provisions on taking animals and goods on board the train, causing the stopping or changing of means of transport without due cause and for offences committed for fraudulent journeys;
(13) records of summons drawn up – minutes for journeys without a valid transport document.
(14) the recovery of unpaid debts, including in particular:
(a) the referral of cases to judicial proceedings with a view to obtaining orders for payment;
(b) referral of cases to enforcement by a bailiff;
(C) sending a notification to the Police of an offence under Article 121 of the Code of Offences;
(D) receiving, handling complaints and complaints from travellers, institutions and offices for journeys without a valid transport document;
(e) compiling a summary of the source documents received;
(F) transmission, on behalf of the Contracting Authority, to the National Debt Register of Debts of the Economic Information Office S.A., of economic information on passengers’ obligations towards the Contracting Authority, in accordance with the Act of 14 February 2003 on the provision of economic information (Journal of Laws 2003, No 50, item 424);
(g) monitoring and updating of economic information.
