Description

The subject of the planned contract will be the provision of comprehensive advisory, analytical and technical services, covering three main components: 1) Develop a Feasibility Study. 2) Preparing a technical project. 3) Performing the function of investor supervision in the further phase of the implementation of the project "National Integrated Ticket". The scope of the contract does not include the direct implementation of the system, but the preparation of documentation necessary for its implementation and effective support of the Ministry of Infrastructure in the implementation of investments in the public procurement formula, in accordance with national and European Union regulations. The contracting authority plans to award one contract comprising the following three stages: 1) Feasibility Study (FSS) The aim of the Feasibility Study is to develop a complete analysis of the conditions for the functioning of the OBZ system in various organizational and technological variants. In particular, the document shall: • analyze the needs of carriers and passengers, • present the legal, financial and organizational conditions, • propose the recommended model of the operator of the OBZ, • indicate possible settlement models and the structure of cooperation between carriers, • specify the requirements for the IT system (functional and non-functional), • indicate project risks and propose remedial mechanisms • indicate the expected effects of the project expressed in indicators - related to indicators at the level of the action and priority axis under the FEnIKS Programme, • analyze the issue of state aid The document should meet the standards adopted for projects co-financed by EU funds and enable an informed investment decision to be taken by the Ministry of Infrastructure. 2) Technical Project (PT) On the basis of the approved SW, the Contractor will be obliged to develop a detailed technical project, which will serve as an annex to the tender documentation in the next procedure for the selection of the contractor for the OBZ system. The project should include: • full functional and technical specification of the system, • component structure (e.g. sales system, billing, control, user support), • requirements for integration with the systems of carriers and external operators, • IT system architecture and interface proposals (API), • implementation model and data testing and migration plan, • information security and personal data protection management concept, • estimated cost of implementation. The technical documentation is to be prepared in such a way that it can be used directly to launch a tender procedure for the implementation of the OBZ system. 3) Investor supervision over the implementation of the OBZ system After completion of the design stage and selection of the OBZ system contractor, the Contractor of this contract will be responsible for performing the investor supervision function. This means substantive and technical support of the Ministry of Infrastructure at the stage of implementation of the OBZ system by another contractor, including: • verifying the compliance of the work carried out with the Technical Project and the SW assumptions, • giving opinions on the documentation produced by the system contractor, • participating in stage and final acceptances, • recommending corrective actions in the event of deviations.
