Description

UAT Brașov County is the beneficiary of the grant contract for the project ‘Green minibuses in schools in Brașov County’_code P35 under the call for projects: ‘Electric microbuses for pupils’, funded by the National Recovery and Resilience Programme / Pillar VI. Policies for the new generation/ Component C15: Education / Reform 6: Updating the legislative framework to ensure ecological standards for design, construction and endowment in the pre-university education system / Investment 10: The financing contract No 11976/12.09.2023 provided for the purchase of 28 minibuses, as follows: Lot No 1 – 1 electric minibus of capacity 8 seats (of which 1 seat for persons with disabilities) + 1 seat for the driver; Lot No 2 – 8 electric minibuses of capacity 16 seats (of which 1 seat for persons with disabilities) + 1 seat for the driver; Lot No 3 – 19 electric minibuses of capacity 22 seats (of which 1 seat for persons with disabilities) + 1 seat for the driver. Following the public procurement procedure by open tender, published in SEAP under notice No CN1064688/31.01.2024, lot 2 was awarded, namely 8 electric minibuses of capacity 16 seats (of which 1 seat for disabled persons) + 1 seat for the driver, under supply contract No 5/19.845/28.08.2024. The public procurement procedure resumed for lots 1 and 3 with the publication of Contract Notice No CN1068832/14.05.2024. In the public procurement procedure, Lot 1 was cancelled for lack of tenderers and only one was submitted for Lot 2, which was declared non-compliant and rejected. By Addendum No 1 to Financing Contract No 11976/12 September 2023, concluded on 4 November 2024, the scope of the purchase was amended to purchase a further 27 electric minibuses with a capacity of 16 seats (of which 1 seat for persons with disabilities) + 1 seat for the driver. The implementation of this investment appeared in the context of climate change as a solution to reduce greenhouse gas emissions with negative impact on the environment by ensuring mobility through electric minibuses, environmentally friendly and low energy consumption, thus providing means of travel for students in areas with low population, facilitating access to quality education and protecting the environment at the same time. At the same time, the investment is aimed at the transition to ‘green’, the focus of the European Union’s agenda for the next decade, which aims to improve transport conditions in less accessible rural areas with few transport options, as well as in urban schools with enrolled pupils who do not live near educational establishments, covering long distances to school. The number of days until which clarifications can be requested before the deadline for submission of tenders is 20 days. The contracting authority will respond clearly and completely to all requests for clarifications on the 11th day before the closing date for submission of tenders.
