Provision, customizing, operation and further development of a nationwide tourist data management system
The call for tenders includes the following work packages: Work package 1: This work package includes the necessary detailed concepts for the provision and, above all, the customizing of the data management system. In particular, the following points have to be dealt with in the fine design: - Overall architecture (hardware and software, instance and client model) - Data modelling, labeling and representation - Role and rights system, user groups - User interfaces / UI (data input) - Quality standards and doublet verification or consolidation - Data synchronisation between instances and connectors when importing from external data management systems via API - Implementation of compliance requirements (barrier poverty, data protection, laws / regulations (EU KI Act, EmpCo etc.) - Representation of data when exporting in data output management - Dashboards for system management and monitoring (KPIs) - Initial data migration for import from existing data inventories Work package 2: Customizing (input and output management), including data migration, training and documentation This work package basically includes the provision and above all the customizing of the data management system based on work package 1. This includes the implementation of standard settings (data model, roles / rights, interfaces, API management, etc.) and the establishment of 12 instances including data synchronization. For the introduction of the system, a data migration from the legacy systems as well as two legacy APIs (XML) to maintain the data flows for interface consumers to the previous data systems must also be implemented. The work package includes training for TMB (administrators and operators of regional bodies), training materials and documentation. Work package 3: As part of the project, the API infrastructure is to be converted from the historical logic of XML exports to modern API management. The contractor shall take over the ongoing technical operation of the API management of the data management system and ensure the reliable, secure and efficient provision of the APIs to the connected users. Work package 4: System operation, hosting, support The contractor shall take over the ongoing technical operation, hosting and technical support of the data management system, including the necessary system components, and ensure their reliable, secure and efficient availability during the term of the contract. This includes in particular the monitoring of the system environment, maintenance and updating of the components used as well as the processing and correction of technical faults. For the ongoing system operation and hosting of all components, the following services are required, which must be provided either directly by the contractor or by third parties to be contracted by the contractor. In both cases, the contractor is the central point of contact for the client and must ensure the following requirements (together with his subcontractors or the third parties to be appointed, if necessary). Work package 5: Conception and development / integration of a graph-RAG-capable infrastructure into the data management system Graph-RAG-capable services are necessary where fact-based, context-sensitive answers from curated content are to be generated with AI systems, for example in the tourism network (as a nationwide information system for tourist information, for example), in service assistants, chatbots or in internal knowledge systems. In order to become future-proof, this work package will be advertised. Work package 6: Operation of a Graph-RAG-enabled infrastructure The contractor will take over the technical operation of the Graph-RAG-enabled infrastructure provided to the TMB and ensure its reliable, secure and efficient use during the term of the contract. The operation includes, in particular, the availability of the necessary components for semantic search and the provision of knowledge for the connected applications. Work package 7: Further development of the data management system and the connected components This work package is used to calculate further development orders that are triggered and implemented by individual orders. Work package 8: The contractor will support TMB in advising and supporting the approximately 200 existing and new users of the APIs of the data management system. The aim is to support the API users in the individual use, configuration and further development of their data connections professionally and technically and to ensure the smoothest possible use of the data streams provided. The volume of the order is estimated at 332,500.00 euros for a period of four years.
