The purpose of this framework agreement is to designate one or more service providers to carry out several stages of a comprehensive and long-term building strategy with a view to achieving carbon neutrality by 2040 for 11 municipal administrations. The municipal administrations benefiting from this framework agreement are: - Aubange - Chiny - Etalle - Florenville - Habay - Meix-devant-Virton - Musson - Rouvroy - Saint-Léger - Tintigny - Virton This building strategy involves the following steps for each municipality: 1. Purchase of meters and monitoring of consumption and air quality 2. Fill in a ‘building summary sheet’ for each building; 3. Carrying out energy audits; 4. Conducting pre-feasibility studies for RES systems; 5. Formulation of current and future needs; 6. Prioritisation of buildings to be renovated; 7. Investment strategy; 8. drawing up an action plan; 9. Assessment of human resources needs for the implementation of the Action Plan.
